Com Dilip Saha, CS, Com Nirmal Sarkar President and Com Sankar Sanyal Jt Secretary (E) met GM/HR and Admin to remind him on forwarding inter circle prayer transfer, particularly in respect of those who are having less two years of service left for superannuation. GM was also reminded for publishing the results of LICE held on 22/05/2016 for promotion from TTA to JTO as soon as the nod comes from Corporate Office and requested to keep things  in preparedness , so that, the would be qualified candidates could be send for training without delay..It also pointed to the harassment faced by  field DGMs & DEs in some areas with respect to some demands being made by contractual labours that doesn’t come under the ambit of the said  officers. It requires intervention from competent authority. GM said he would discuss the matter and keep us posted.




Following the meeting with GM/Establishment on 11/07/2016 at Corporate Office/NewDelhi on allotment of  JTOs  to be recruited from open market, Com Dilip Saha CS, spoke to both CGM/CTD and GM/HR & Admin for sending the latest report on sanctioned  and working strength in respect of JTOs in CTD with mention of total no of Rule 8 cases pending till date. CS requested GM/HR & Admin to provide the details of Rule 8 cases , so that it enables GM Estt to consider the  reallotment based on facts and figures. CS further requested to send the details of Rule 9 cases to GM/Pers with request to send back the executives who have completed their scheduled stay or allot fresh JTOs in lieu of their continuation since CTD is struggling under extreme deficiency. 


Com Dilip Saha CS, Com Nirmal Sarkar President, Com Sankar Sanyal, Jt Secretary (E) and Com Soumen Ghosh ACS met Shri P. K Mohapatra, GM/HR & Admin. At the outset, association felicitated Shri Mohapatra on his assuming charge as GM/HR and Admin/CTD and wished his tenure be an eventful one by bringing about rational changes and expediting the system. CS briefed on the state of affairs in CTD, particularly in respect of human resources and how the same is denting the overall performance. There is an urgent requirement for posting of executives at all levels for which strong and consistent persuasion is required  from Circle level. Association referred to the meeting with CGM wherein it was requested to sent a requisition for executives and fund at Corporate Office to deal with the scarcity of executives and payment to contractual labours in time respectively. CGM had areed to send letters in this regard. GM/HR said, the letter is ready and getting prepared to be despatched soon.

Endorsement of inter-circle transfer orders and forwarding to prayer transfer on completion of two years-Six nos of DEs are awaiting release since the issuance of transfer order from Corporate Office in March 2016. It is learnt, executives figuring in the same list from other circles have already been released. On discussion with CGM, he had pointed to the contradictory demand of putting requisition for executives to Corporate Office and at the same time releasing those under transfer and felt it untenable.  Association is of the clear view that since Corporate Office had issued the order, it has some reason to hold. Moreover, similarly placed DEs in other circles, have already got released despite not getting substitutes for now. This takes place, keeping in mind, soon transfer or promotion orders are effected, executives would get posted against requisition made. Herein, it must be emphasized that we are equally concerned with the scarcity that exist and at the same time lookforward to the relief that has to be provided to these DEs who are mostly on the verge of retirement and/or bogged down with family/health issues. It must also be remembered that  charges of those who got released through ERP in recent past have already been taken over, albeit with displeasure in some cases. So, there remains no cause for panic. Moreover, the recent order dated 04/07/2016 from GM/SR/CO on membership verification had clearly mentioned of considering release of those under normal/rotational transfer by 31/07/2016. 

In matter of forwarding of prayers, as per existing norms/rules one is entitled to pray for transfer on completion of two years and association sees no reason for not considering such issues. Association also requested to forward the case of B. Nagendra, DE/BDN since he is having less than two years of service from retirement. 

GM/HR & Admin said to be aware of the issue and would discuss the matter with CGM in the light of the facts put forward by the association. He would also be taking up the case of those who have less than two years of service left from superannuation.

Delay in payment of leave encashment- Association put forth cases under GM/HR establishment, wherein it is observed that even after seven months since retirement, executives are not receiving the payment against leave encashment. The matter is pending since long and a decision has to taken on which establishment-i.e either CA Section of Finance Wing or Staff Section under GM/HQ would settle the bill and make payment. GM said to have received a file in this regard and would like to study it before taking up the matter with finance wing. He requested  for some time. 

Delay in conducting DPC for promotion from PA to PS– Association expressed resentment over inordinate delay in preparing for DPC from PA to PS. GM said that both APAR and VC had arrived but unfortunately 15 points VC  was sent by respective section in old  proforma. In view of above, a fresh VC in new proforma has been asked for. He assured to expedite the process.
