Com Dilip Saha CS, Com Sankar Sanyal Jt Secy(E) and Com Soumen Ghosh met GM/NWO-II to request for redeployment of some executives in the interest of service. Given numerous cable cuts and decline in LL/BB connections, it is imperative to put workforce at strategic locations for better BB service and GPON connections. This apart, it is learnt some female candidate/s are facing severe inconvinience due to constraint in office infrastructure. Association requested to consider the case/s on merit. 


Com Dilip Saha CS, Com Sankar Sanyal Jt Secy(E) and Com Soumen Ghosh met GM/HR and Admin to request for his personal intervention in commencing the training from 31st of July 2017 for  the JEs qualified in LICE for promotion to the grade of JTOs. GM replied to have already spoken to DGM/Trg/Jabalpur in this regard and a letter has also been sent requesting for the schedule. Association pointed to time limitation for  getting train  reservation etc to which GM replied to be aware of the matter and assured to speak to concerned DGM tomorrow again.  

The matter in regard to Stenographer I for promotion to the grade of PA was raised for early redressal. All the documents pertaining to the case have already been submitted. GM replied to have perused the case and soon he will take a call on the issue.

Association expressed its resentment in non settlement of  case pertaining to Siben Das’s confirmation. GM requested for some more time.  CS reminded on inordinate delay in sending vigilance clearance for the cadre of SDE,  DE etc. The exercise was supposed to be completed by May 17. It is regrettable that on every occasion, the VCs are sent late. Association categorically stated to expedite the work for sending VCs pending which no DPC could be held.



Forum of Executives’ Association of Calcutta Telephone District met CGM CTD on 15/06/2017 and discussed about various concern regarding the ongoing tender process of Job Contract Scheme. After discussion the following points were clarified.

  1. The tender will be floated without disturbing the existing Job Contract Scheme.

  2. Tender will be floated minimum at the level of DGM (NWO) concerned and it will be floated by AGM(PLG) / AGM(Admn) (as the case may be) of the concerned area on behalf of DGM (NWO).

  3. Sweeping / Cleaning and Security / Watch and ward tender will be floated separately at later stage.

  4. Normally mode of tender will be e-Tender. But Conventional tender will be allowed with the approval of CGM CTD.

Com Dilip Saha CS and Com Nirmal Sarkar President met GM/HR & Admin to discuss on shortage of   SDEs/DEs/DGMs. Many executives transferred to CTD from other Circles are yet to join. Meanwhile, quite a good number of transfers got cancelled. Even the recent promotion order to the cadre of DGM—there is no sign of joining.  GM/HR had inquired with the circle concerned on possibility of joining but there is no categorical information in this regard. Association, suggested to communicate in writing to Corporate Office as a mean of constant pursuasion.  Some critical positions at the level of SDEs/DE & DGMs are being looked after for long and the position needs to be addessed without further delay

Association requested to expedite the release of Rule 8 cases. GM/HR replied that the issue is at final stage and soon the matter will be considered to the extent feasible. Administration is contemplating to consider for both the cadres i.e JE & JTO. Since Rule 8 is not being effected for long, association suggested to consider a big lot in one go.

CS requested to examine the cases of Stenographer who had been unjustifiably deprived of promoton to PA. The recent Corporate Office order instructed the circles to reevaluate, based on vacancies that existed then in the cadre of Stenographer II and take necessary action. GM/HR assured to take positive steps in this regard, soon.
