Com Dilip Saha CS, Com Sankar Sanyal, Jt Secretary(E) and Com Soumen Ghosh ACS met Smt Sujatha T Ray, Dir HR at Convergence Hall/Ballygunge Place/Kolkata. Before association could initiate discussion, Dir/HR congratulated us on being the Recognised Executives's Association following 1st Membership Verification for Executives in BSNL held on 7th of Dec 2016. Association conveyed  sincere gratitude for her commendable role in completing the exercise to a conclusive end. Dir/HR expects that as a recognized association, it will display more maturity and poise to include all in pursuit to achieve common goals. Association pointed to hold the same view and is reflected in the memorandum. She appreciated the gesture and firmly believe that losing or winning should not be cause for turmoil or unwanted tantrums. Association assured to continue with its constructive role true to its tradition and expressed a sense of content to emerge victorious against combined force. But then, there is no grievances in respect of MV as  it abide by the REA/2014.

Regarding the issues, association reminded the rationality behind the demands inspite of the fact the agenda are being taken care at CHQ level. Smt Ray said, she is aware of the issues and held Com Sebastin GS and Com A A Khan as able leaders and she has confidence in their ability to guide and resolve the issues.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secretary(E) and Com Soumen Ghosh ACS met Dir HR at Ballygunge Place Convergence Hall and submitted a Memorandum for early settlement of some long pending and critical issues affecting the executives's of BSNL. At the outset, before association could commence to discuss, Smt Sujatha K Ray Dir/HR conveyed her congratulations on us for being the Recognised Executives' Association in First Membership Verification held on 7th of Dec 2016. . In turn, association extended sincere gratitude for her commendable role in completing the exercise to a conclusive end. Smt Ray, hopes that as recognised assocition, it will show maturity and poise to go along with all executives to achieve common goals. Winning or losing should not be the cause for non cooperation or throw childish tantrums. Association pointed to the views she holds is already in the memorandum and the sense of maturity and responsibility is synonymous to this association.

In matter of issues, association reminded her that CHQ is already engaged with management, yet it find  fit enough to lay before you the grievances that is raging in the minds of executives for non settlement over a long period. The delay assumes further significance since 3rd PRC is knocking at the door. The list of unresolved issues are submitted in the agenda.

The strike against formation of Tower Subsidiary by BSNL was thorough and successful. The call given by Forum of Executives and Non Executives witnessed overwhelming participation in strike sending a clear message that Forum, under any circumstances, will not allow formation of tower subsidiary to disintegrate BSNL. The move would be the first step towards dis-investment of the new entity leaving BSNL high and dry. Association conveyed its thankfulness to all participants for their spontaneous response and the sense of responsibility they exhibited to save BSNL.

Com Dilip Saha CS, Com Nirmal Sarkar President and Com Sankar Sanyal Jt secy(E) met GM/HR & Admin and profusely thanked once again for conducting the 1st Membership Verification for executives in BSNL smoothly and successfully. Association also complimented for administration's  alertness to quash any action of stay from court of law. It informed on discussion held with CGM the day before and conveyed of CGM's agreeance on the long pending issues related to release of DEs/SDEs, forwarding of prayers for inter circle transfers, sending the JEs qualified in LICE for training and considering the long pending Rule 8 cases. GM said to be aware of the issue and also had a discussion just prior to Membership Verification. He would initiate the file soon CGM returns from HOCC meeting.

Com Dilip Saha CS, Com Nirmal Sarkar President and Com Soumen Ghosh ACS met CGM/CTD and thanked him for ensuring smooth conduct of 1st Membership Verification process for executives in BSNL. CGM in turn congratulated SNEA for becoming the first Recognised Executives' Association for executives in BSNL. Associaton also recorded the commendable role of GM/HR & Admin, DGM/HR & Admin and the whole team associated with the exercise for its complaint free and timely completion. Association informed to take up issues pertaining to service and development at the earliest convenient slot and reminded on the long pending issues pertaining to release of B Nagaendra DE/BDN, release of 5 nos of DEs and 6 nos of SDEs whose orders stand issued for close to one year, forwarding of prayers for intercircle transfer in respect of both DEs and SDEs including the option exercised for WBTC as per Corporate Office Order. Association reminded of his assurance given to the association in the meeting held on last occasion. 

CGM agreed to consider the cases and said to have conveyed to GM/HR & Admin. Association thanked CGM and suggested to have a discussion on manpower planning at the earliest.

Association also discussed on JEs who qualified in LICE for promotion to the cadre of JTO and the urgent necessity to send them for training. It also categorically suggested to consider the long pending Rule 8 cases of CTD against the new lot of JTOs. All other Circles already materialised the Rule 8 cases with JTOs who joined in recent past. CGM, in principle accepted the proposal and assured to take it into consideration. Association appeals to JTOs who sought transfer under Rule 8 to submit the details without delay to Soumen Ghosh/ACS.

One Day strike on 15.12.2016 against Tower Subsidiary formation:

Make extensive preparations at all levels for the successful conduction of the Strike. FNTO also joined the strike. Tower subsidiary formation will lead to disintegration of BSNL and disinvestment through backdoor.

As per the call of the Unions and Associations of BSNL, rallies are to be conducted throughout the country, at Circle and SSA levels on 14.12.2016 as part of mobilization for the Strike on 15.12.2016. CHQ requests all Circle and SSA Secretaries to effectively organise these rallies, in coordination with other Unions and Associations.

We profusely thank  executives across CTD for their support to make SNEA the Recognised Association in 1st MV for Executives in BSNL. We express our sincere gratitude to all executives for their forbearence  amidst attempt to derail and delay the process by way of court cases by some associations. Perhaps, we wouldn't have witnessed and be a part of this significant event of Membership Verification for executives in BSNL after sixteen years of formation of BSNL--- had not the management been keen and proactive to conclude the process by filing caveat in various CAT and High Courts. Our special thanks to CGM/CTD and GM/HR & Admin for their timely intervention to avoid  court stays. Central City zone and Circle Office bearers approached executives under various verticals on its last leg of campaigning before 1st membership verification for executives in BSNL. There was overwhelming response from all quarters and executives have started realising the realistic stand of SNEA on various unsettled issues and how others are playing foul to scuttle it. Association appealed to liberate themselves from the stifling ambience and usher in an era of fairness and equity.

A massive turn out of members and welwishers at Telephone Bhavan, East Gate right on the eve of 1st Membership Verification. The premises filled to its  corners and had presence of stalwarts like Com G L Jogi, Chairman and Com K Sebastin GS. The august gathering had presence of Com Tapas Ghosh CS/SNEA/WBTC, Com Sankar Sanyal Jt Secy(E) and Com Dilip Saha CS/SNEA/CTC. The meeting was presided over by Com Nirmal Sarkar, President/SNEA/CTC. Com Jogi deliberated on the priority, a responsible association should follow and spoke on the need to make BSNL viable. He also reminded of Govt's detrimental move to destroy the Nation Institutions like BSNL and others. The evil motive was identified further, when we saw govt unwilling to constitute 3rd PRC. It was SNEA, as part of NCOA  struggled to compel the govt constitute the committee. He narrated the eventful history of this organisation and how it stood firmly against any attempt to demote the cadre of JTO.

Com K Sebastin, spoke of the contradictory stand taken by other associations in matter E2/E3 payscales, CPSE Hierarchy and 30% SAB with motive to botch up the issues. He spoke of stalemate on promotions under various verticals due to various court cases and how further delay in implementing CPSE hierarchy will affect the prospect of many executives. The status on E1+5 for 2013 JAO and LICE batch is stated to be pending with board  and referred to examine for final approval. In matter of court case with respect to fixation of pay for offtg JTOs, he confessed the matter got delayed due to unavoidable circumstances at court of law. The lawyer deputed by BSNL   for the case could not turn up on a particular day of hearing resulting in delay. Association spoke to management to so see the matter gets settled at the earliest. In regard to pay disparity with respect to 2007/2008 JTOs belonging to BSNLrecruitees, GS categorically stated todeal the issue on priority to its conclusion at the earliest.

Com Tapas Ghosh spoke on the need of membership verification and dwelt at large on basic issues of pay, carrier prospect, 30% SAB. Com Sankar Sanyal Jt Secy(E) addressed the house on basic issues dogging the executives and the nasty means adopted by other association to tarnish the image of the association. Com Dilip Saha CS spoke of SNEA's high tradition and its golden principle of struggle to achieve the justified demands. He condemned the attempt by adversaries to dent the image of BSNL by circulating fake screen shot purportedly showing pre scripted chats of office bearers of CHQ with an evil motive to defame the organisation. He appreciated CHQ, on throwing a bold challenge to the perpetrators to identify themselves and prove it. It also decided to initiate criminal proceedings against the culprits.

Com Nirmal Sarker, President, while calling it close, appealed to all-- to be present on 7th of December 2016 and cast their vote in favour of SNEA at Sl-9.  He assured, the support and solidarity from executives will see SNEA as majority association.

Circle Office Bearers and Zonal Office Bearers had approached executives at stations in far off buildings under N E Zone jurisdiction. It was a session of one to inteactive session and clarity was extended on controversial interpretation of various issues. The association emphatically stated its pro verification stand to filter out small outfits and consolidate on one big association. Unlike others, SNEA did not approach court of law to obtain stay. It explained the association's objective and its belief in principle of struggle to achieve the demands. It is focused  on all the unresolved issues till those get settled.

North East Zone  extensively toured the main buildings under its jurisdiction on 02/12/2016. It reached out to executives under different verticals and updated on vision and mission of SNEA. The burning issues on E2/E3 payscales, 30% superannuation benefit to BSNL recruitees, CPSE hierarchy was discussed at large besides other issues, like pay disparity in respect of JTOs belonging to 2007/2008 BSNL recruitees, status on officiating JTOs court case for FR22 1 a 1 etc etc. Circle Office Bearers and Zonal Office Bearers formed the team.

The wild rumours and wrongly conceived notions in regard to pay disparity for post 2007 recruitees, the hypocrisy of not being in contest yet canvass for others without any locus standi, left no room for doubt and identify the game spoiler. Srirampur Zone is on extensive campaign. Executives had the opportunity to know what is transpiring at both corporate and local level. The hype of MT recruitment to stave of other issues, the stifling ambiance in which executives of a particular vertical works, transparency in adopting resolution and decision were discussed in a candid way. Association updated on  unsettled issues like E2/E3 payscales, CPSE hierarchy etc etc and dwelt at large on uneven load at various corners at local levels. Central City Zone continues with its campaigning spree. Executives irrespective of affiliation posed queries and sought clarifications on many burning as well as contentious issues. Circle Office Bearers presented clarity on E2/E3 payscales, CPSE Hierarchy, 30% superannuation benefit to BSNL recruitees, deprivation E2A equivalent amount to those recruited post 2007, stand on MT recruitment etc etc. It appealed to stay away from misleading circulation and untenable perception and not to go by social media blietzkrieg. There was positive reaction all around.

General Body Meeting of HWH Zone was held at Telephone Exch, New Salkia. At the outset, the house bade farewell to our beloved Com A K Kundu President HWH Zone on his superannuation. After having served in the department for a long period, Com Kundu exhorted to save BSNL first and then think of welfare of executives. He feels one is intertwind with the other. He was one of our active member and had contributed a lot in his own way to strengthen the association and the organisation. He was a stalwart in Transmission. 

Association reminded all to cast vote on 07/12/2016 and elaborately explained myriad issues dogging the executives. It dwelt on unjustified loss to post 2007 JTO batches, payscales, cpse hierarchy, 30% superannuation benefit to BSNL recruitees, MT Recruitment, 3rd PRC etc etc. It appealed to ensure that stand of the association reaches to every one of the executives in most transparent way. South Zone continues with its campaign to every nooks and corners under its jurisdiction. Executives assembled to hear to the facts and figures of work rendered by SNEA and heights achieved in fulfilling the expectation of executives. Circle Office Bearers and Zonal Office bearers reached to all concerned, explaining the issues in details and how the raging issues of E2/E3 payscales of JTO/JAOs, CPSE Hierarchy, 30% superannuation are getting hindered due to blunt approach by many associations and complicating the entire exercise. Too many associations and too much of proxy war of words in Whatsapp is taking its toll. Now, its time to play real by undergoing membership verification and allow the winner to work . Association appealed to lend support to SNEA by casting its vote in favour of SNEA.

Central City zone continued its march to executives taking queries and extending clarification to their satisfaction. While meeting across the verticals in main buildings of Central City zone, it has been observed that erroneous information is being fed to confuse the minds of executives and lead a motley group to wrong direction. Circle Office Bearers clearly and quite elaborately narrated the raging issues pertaining to E2/E3 payscales for JTO/JAO, status of extending 30% superannuation benefit to BSNL recruitees and CPSE Hierarchy. It disclosed, how a group of vested interests are bent upon to foil the struggle by resorting to utter hypocrisy and delay. Association spoke of the pivotal role that SNEA played in NCOA for constituting 3rd PRC and how the benefits of recommendations would be savoured by all, as and when it gets implemented. This is an outfit that deals the matter holistically and unbiasedly. It never looks for hype but stark reality. It appealed to all, to exercise their discretion cautiously and lend support to SNEA to deliver and live up to executives'expectation.

My Vote for rejecting the Adhoc payment of Rs 2000(when all other Assns [AIBSNLEA] were ready for absorption for an Adhoc payment of Rs 2000 without knowing the basic terms and conditions and tried to sabotage the agitation of SNEA) and finalising the terms and condition for absorption in BSNL like E1A, E2A, -- E6 pay scales, 5 TB promotions after every 5 years and point to point fixation, before absorption. Instead of Rs 2000, all Executives got a pay hike of Rs 5000 to Rs 8000 per month after the settlement.

MEMBERSHIP VERIFICATION----SNEA juggernaut rolls!!! The unstoppable blitz of Central City Zone continues to captivate the minds of executives of Calcutta Telephones. There is overwhelming response from both, active and not so connected executives in being part of membership verification. A wide and extensive deliberation was made on why the executives are still struggling to achieve the well charted demands made over the years and also on the necessity for membership verification. The session had an honest discussions on strangle holds hindering the progress and took cognizance of the record of struggles and activities that took place to this day. A massive gathering of executives and non executives clogged Telephone Bhawan. An exemplary show of solidarity when it comes to defend BSNL from disintegrating. The ulterior motive of the govt/BSNL has come to the fore. Employees can't stay blind to such heinous act of dissecting BSNL once again in the name of formation of fully owned tower. subsidiary. Ever alert, the Forum of executives and non executives of unions and associations has given a befitting reply for playing with fire. True to the reputation of trade unions belligerence, CTD witnessed massive demonstration with representatives of constituent associations/unions tearing into the govt's attempt to form tower subsidiary. What a wonderful response cutting across associations!!! We are delighted to see the keenness of the executives to go for membership verification. South Zone once again made close contacts and meaningful interaction with executives under different verticals under Area South explaining the need to bring SNEA at centre stage and how the same will pave the way for executives in harnessing growth and security besides making BSNL viable. In the backdrop of 3rd PRC knocking at the door and the uncertainty looming large on raging issues related to payscales, superannuation benefit and CPSE Hierarchy, it is time to make SNEA formidable based on trust and transparency it held over the decades. A wide arm welcome is extended to executives from accounts for opportunity to serve and live up to their expectation. All the Government attempts to disinvest BSNL has been stopped by the united struggle by all the Assns and Unions. When Govt failed to disinvest BSNL, this is a tacit move to make BSNL into small Subsidiaries and then disinvest the Subsidiary. If we allow Tower Subsidiary formation today, Govt will march ahead with Subsidiaries for Land monetization, Subsidiary for OF network etc. Already Govt formed BBNL to weeken BSNL. It will be very easy for the Govt to disinvest such small Subsidiaries rather than disinvesting gigantic BSNL. Ultimately all revenue earning and potential segments will be out of BSNL.

Circle Office Bearers and Zonal Office Bearers and activists assembled at Jadavpur and interacted with the executives working in the building. The session had a deliberation on the need for membership verification and how, by not holding the same, agenda with strong justification are not seeing the light of the day. Whether it be E2/E3 payscales for JTO/JAO or 30% superannuation benefit for BSNL recruitees or CPSU Hierarchy-- all are getting delayed inordinately. Since time factor is very significant, any further delay in achieving the demands will jeopardize the whole  program charted out over the years. Instead of throwing blames at each other, its time to work together and come down heavily on management and stop its hobnobbing with the issues. Executives, cutting across affiliation were given fair chance to rebut or obtain clarification, if any doubt existed. The session was lively and CS urged upon all to cast vote on 7th of Dec 2016 and extend support to SNEA.

Com Dilip Saha CS and Com Sankar Sanyal Jt Secy(E) attended the monthly meeting of North Suburban Zone. Com Misson Dey Z/President stated that the meeting has been called keeping in mind the first membership verification for the executives besides other needs involving zone. Com Tapan Sarkar Z/Secretary recorded the problems being faced by the members and emphasized on some issues that require immediate attention to initiate action for settlement. Com Sarkar spoke of shortcomings in processing payments to contractual labours, long pending transfer cases to RTTC/Kalyani and on acute shortage of staff.

Com Sankar Sanyal, elaborated on the need for membership verification and how the same would put an end to multiciplity of claims. He said, many small associations are drawing the benefits while enjoying the period of applicant status. He requested each members to approach all executives and draw their support for SNEA. Com Dilip Saha voiced the concern of the members in the process of payments to contractual labour and requested for some time to consolidate the cases before going for official submission. In matter of long pending transfer, he stated that the continuing superannuation along with no recruitment from open market has shrunk the opportunity for transfer for the time. However, the matter would be taken up with the appropriate authority soon the membership verification gets over and recruitment/promotion commences. He appealed to members to campaign extensively for the 1st Membership Verification and ensure SNEA emerges victorious with a thumping margin.

Com Dilip Saha CS , Com Nirmal Sarkar President,  Com Sankar Sanyal Jt Secy(E), Com Misson Dey Z/President, Com Pulak Dasgupta, Com Achin Basu, Com Swapan Ghosh had been to RTTC/Kalyani  to welcome the trainees undergoing training for promotion to the cadre of JAO/JTO. Com Nirmal Sarkar and Com Sankar Sanyal briefed on the role of SNEA and how over the years the association protected the interest of the executives. Com Dilip Saha, after a brief session of self introduction made a objective presentation on the role of association. In matter of accounts, it is observed, unfounded fear lurks in the mind of the executives without any reason or rhymes. CS narrated the history behind upliftment of the executive cadre over the decades and how the same is fetching the dividend now. There are many case yet to be resolved and SNEA took the lead role to initiate membership verification for executives for the first time in BSNL. Though it led to hue and cry from many quarters yet the association felt to go through to end multiciplity of claims. In the clamour of claims and counter claims, executives are losing track and the demands getting derailed. Its better to see one association lead the show and be responsible to deliver. Association met trainees in batches, both from CTD and WBTC. Later, the executives working in RTTC were approached to extend their support for SNEA in the ensuing membership verification.

All union/Association meeting held at New Delhi on 16.11.2016 decides to organise One Day Dharna on 25.11.2016 and One day Strike on 15.12.2016 against formation of Subsidiary Tower Company.

The all Union / Association meeting held at New Delhi on 16-11  -2016, unanimously decided to conduct dharna  on 25 -11-16 and one day strike on 15.12.2016, against the  proposed  move for formation of Subsidiary Tower Company. In  the  past, the united BSNL trade union movement has foiled  all  attempts  of the government to disinvest BSNL. Once again  we  will  prove that we will not allow BSNL to be destroyed. Circle and district office  bearers  are  requested   to  immediately  start  the preparations,in coordination with all the unions and associations, to make the Dharna and Strike a historic success.

NE Zone held its general body meeting on 04/11/2016 at Cossipore Telephone Exchange. Com Amar Ray Zonal President conducted the house. Com Sajal Chatterjee  Zonal Secretary replied to the queries/clarification sought from the members. The issue of payment to contractual labours through ERP was widely raised by members besides complaints on acute shortage of staff in various units. Members requested Circle body to ensure that TTAs qualified in LICE, on promotion to JTO be redeployed in the same unit as there is no manpower to run the establishment.  They also demanded to post some TTAs whose recruitment in BSNL /CTD is in final phase.

Com Prasant Ray Org Secy Circle deliberated on membership verification and reminded all to cast their vote on 07/12/2016 and also take the responsibility to impress upon all executives on the role played by SNEA since its inception. Com Sankar Sanyal  Jt Secretary(E) elaborated on why SNEA took the lead initiative for membership verification. Multiple associations stake claim for credits on demands and achievements without forming either part of the struggle or playing contrary to the objective. This results in delay or failure in achieving the desired target. In order to do away with multiplicity of claims and with objective focussed on demands, SNEA felt it right to ask for membership verification. Com Dilip Saha CS acknowledged the acute situation that had arisen for payment to contractual labours through ERP. Though it could be a teething problem being new in the system yet the deficiency/lacuna of justifying the payments cannot be ruled out. He informed of the hue and cry taking place across CTD and would speak to all stake holders before taking up the matter with the administration. In as much as posting of JTOs from qualified TTAs are concerned, he would ensure for reasonable deployment since all verticals are reeling under shortage. He appealed to members to be present on 07/12/2016 without fail to cast their vote. Each and every member should  play a constructive role in enlightening the executives on great struggles and feats achieved by SNEA and how the struggles speaks of commitment towards welfare of executives.

Com Dilip Saha CS, Com Nirmal Sarkar President and Com Sankar Sanyal Jt Secy (E) met GM/HR and Admin and requested him to publish the results of the TTAs those who qualified in LICE held in Sept 2016 to become JTOs . It is learnt, 157 TTAs qualified in the said exam and out of 157, seven are already undergoing training at RTTC/Kalyani. Now, 150 nos of qualified candidates are required to be sent for induction training on immediate basis.  Given the acute shortage of executives-- in particular, in the cadre of JTO and in order to preempt any chance/direction coming in the way from court of law to stall the process, it is highly request to treat the matter of sending to induction training on urgent basis. Association also reminded GM that quite a number of TTAs are working on deputation and are willing to work in CTD on promotion. These candidates may be brought back to CTD for deployment.  It is also learnt that a number of candidates were diploma holder while they had applied to appear in the exam. A lot of time elapsed since then and during this intervening period many have become Engineering Graduate. In view of attaining BTech, they should be exempted from Pre Basic training. The information is conveyed to verify such instances and avoid last minute confusion/hurdle before sending them to training. Association also requested to ensure that training is held in RTTC/Kalyani.

GM promptly conveyed downstream to publish the results immediately and prepared a letter to be sent to BRBRAIIT/Jabalpur for allotment and fixing dates for training at RTTC Kalyani.

GM said to be aware of all the items and would discuss the matter soon he joins. Association requested to take decisions in principle at the earliest. 

Association insisted to notify the number of booths and boothwise electrol roll for the ensuing executives' 1st membership verification to be held on 7th Dec 2016. An early publication will help the association/s to streamline the process of circulation and intimation to all concerned. GM said that from now on he is on the job and would complete it in time.

South Zone of SNEA/CTC held its monthly meeting on 27/10/2016 in Area Jadavpur. Members participated in large numbers and put forth their problems for redressal. Some expressed resentment on administration's indifference to resolve the issue of payment through ERP for contractual labour and explained how the same could turn vulnerable while assessing in future. Members expressed grievances on non availability of vehicle for Broadband and cash deposit work. There were queries on inordinate delay in promotion from JTO to SDE under seniority cum fitness quota. Zonal Body clarified to queries pertaining to Zone. Com Soumen Ghosh ACS in his address reminded members of 1st executives' membership verification to be held on 7th of Dec 2016 and appealed to all to be invariably present on that day to cast their respective votes. Com Sankar Sanyal Jt Secy(E) dwelt on membership verification and detailed on the demand for E2/E3 payscales, CPSE Hierarchy and 30% superannuation benefit to BSNL recruitees. Com Aparesh Ghosal, CWC member made a brief address to the house and wished the best for South zone. Com Dilip Saha CS assured to discuss the issue on contractual labour payment through ERP. He spoke on intense pressure in field units to meet targets and increase revenue. However,  at times, the pressure being created seems infeasible to execute. Association is taking cogisance of the matter and would take up at the appropriate forum. In regard to DPC from JTO to SDE, association has taken a proactive role to deploy senior lawyer from Delhi but unfortunately due to one reason or other, it is getting postponed. CS set a clear instruction to all to be present on the day of voting and cast their respective vote detailed on the guidelines to be followed for 1st membership verification. He explained on the feats achieved by SNEA and appealed the members to convey among other executives to have an informed choice before casting his or her vote.

Forum held Lunch hour demonstration Areawise/Buildingwise in CTD. Slogans rented the air against formation of tower subsidiary by BSNL. Representatives of various constituent association and unions addressed the gathering and alerted all to remain prepared for further round of trade union program. Forum categorically condemned the sinister move of BSNL management to form subsidiary and resolved to fight it out tooth and nail. SNEA was represented by Com Sankar Sanyal Jt Secy(E) in addressing the assembly.

Com Dilip Saha, CS and Com Sankar Sanyal, Jt Secy(E) met CGM/CTD to draw his kind  attention to some long pending HR issues. Association requested, to release Shri B Nagendra DE/BDN, since he is having less than two years of service left from superannuation. There are as many 4 nos of DEs and 5 nos of SDEs whose transfer orders were issued around a year back and are yet to be released. It was pointed out that a part of the list of the aforesaid transfer order has already been implemented  through ERP. This apart, quite a good number of executives, those who completed more than two years of service in CTD have prayed for inter circle transfer and the same needs to be forwarded. Moreover, there were as many as three executives who had submitted option for WBTC as per Corporate office order that expired on 31st Aug 2016. The logic for not forwarding the options due acute scarcity of executives doesn't hold water since, the longest stayees would get transferred to tenure station shortly and CTD has no means to stop it. Then why not they be given a chance of their choice.

CGM agreed on B Nagendra's case but requested to speak to GM/HR to discuss it with him. In matter of release of executives, he empathizes with the difficulties faced by these executives and decides to release them based on stayal senioriy in Kolkata, soon some joins. Association reminded that joining from other circle has taken a setback, since many feels, they would not be able to get transfer or release for long. The policy of 'make them wait"--till release through ERP occurs has set a bad precedent.Moreover, the posts held by executives under transfer are being taken care of by existing staff and so there remains no hurdle to release them. As far as the stayal seniority in Kolkata from other circles is concerned, these executives are seniormost with respect to transfer order issued to this day. CGM requested to convey to GM/HR so that he can have a discussion to take a decision. In matter of forwarding of inter circle transfer CGM would consider it with positive view soon. CGM did not commit on options exercised for WBTC but said he would give a reconsideration.

Since, CGM often cites shortage of executives as prime reasons for non release of executives inspite of long pending transfer orders, association suggested to move a proposal to Corporate Office to declare CTD as a tenure station for two years or non tenue station for three years unlike hard stations but for the purpose of getting willing executives from other circles secured with assurance of return within a stipulated time frame. CGM felt the matter could be discussed before a final proposal is made.

Forum of executives and non executives of CTD met on 25/10/2016 at Telephone Bhavan to review over the meeting held by CGM with all unions and association. Forum observed that there is an attempt by management to allay responsibility in respect of some burning issues, especially the one related to payment to contractual labour through ERP. In its mad rush to retain revenue with respect to last year, management is accouting on theoritical concept instead of going by ground reality. The sudden and arbitrary decision to deploy staff from Plg, HR etc for sale of SIMs without taking into account the real scarcity of staff in field is not acceptable. Forum also noticed that the issue discussed are not getting implemented in spirit.It also expressed resentment over unilateral implementation of EARs for registering arrival/departure for staff working in Plg establishment and resolved not to register attendance in isolation i.e only in Plg. Its a fact that the performance of CTD is declining over the months and the same needs to be arrested, It becomes an incumbent duty on all to deliver their best, if required over the board  to ensure customers' satisfaction, thus growth in revenue. At the same time management has to address the core issues of revamping the infrastructure rather than setting infeasible targets in the given situation. Forum had discussions on measures to be taken on improvement in services under various verticals. It is decided the points reviewed would be taken up soon with the CTD administration.

Forum of executives and non executives of CTD met at Telephone Bhavan to review on services and outlook of managementin resolving the burning issues.Herein,  it may  please be noted ,  the meeting held was held by CGM on 17/10/2016 with all unions and associations did not yield the desired result. Some of the issues that were discussed in spirit either got misconceived or wrongly applied. In Forum"s observation, it occurred, the management is not serious to resolve the issue of payment process, and other related matters in right earnest. On the contrary, the bucks are getting passed on to lower tiers. Performance on services are being assessed in theoritical term instead of assessing the ground situation and trying to overcome it. Forum also noted the sudden implentation of EARS system for recording arrival and departure in Planning Establishment and took strong exception to it. It unanimously decided to refrain from registering in EARS, isolatedly for Planning establishment of CTD. Its a fact that CTD is performing very badly for the last few years compared to other circle. It becomes incumbent for all executives and non executives to deliver their best to provide better service to the customers thus improve upon revenue. Having shown enough concern and inspiring all to work, it seems, CTD is going for mad rush to maintain the revenue resulting in sudden and erratic decision to shift staff from HR, Plg etc without any quantification. Forum decided to bring to notice of CGM, the items discussed.

Com Dilip Saha,CS, Com Nirmal Sarkar President and Com Sankar Sanyal Jt Secretary(E) met GM/HR & Admin to discuss on increase of polling booths and publication of boothwise electrol roll for the 1st membership verification in respect of executives as per notification. It also discussed on submission of reply to court of law with respect to the case on 1st membership verification to be heard on 03/11/2016. GM/HR & Admin said to be aware of the issue and the work for finalizing boothwise electrol roll is in process. The issue of increase in number of polling booth shall be taken into consideration shortly.

Association brought to his notice the  order issued by DGM/NWO/Plg on registering attendance in Medha by all working under planning establishment. The order is contrary to the spirit of discussion held in the meeting with CGM with the representatives of unions/association and discriminatory too. Such order should not be meant for a particular establishment and requires a discussion before its implementation. It may be reminded that the concept of registering attendance in Medha had extensive discussions with the management on several occasions over a couple of years and was shelved for indefinite period without ever revoking. So, it needs further discussion before the same is implemented uniformly. GM requested to have a talk with GM/NWP and he on his part would also have a discussion in this regard.

Association pointed to the acute situation that has arisen in view payment through ERP for wages of contractual labours and medical bills to vendor. Though, one or two workshops were held but nothing tangible emerged so far. If the payment to contractual labour gets delayed, there is a likelihood of industrial unrest. The sudden stoppage by Kothari Medicals for cashless admission is also a cause of concern. As learnt, henceforth,  payment through ERP has become mandatory but staff are yet not aware of it and . 

GM replied that the matter is taken care of in consultation with GM/Finance. He acceded to the grim situation and assured to resolve the issue at the earliest.

CGM/CTD held a meeting on development pertaining to various services with all unions and associations on 17/10/2016 at  Telephone Bhavan. At the outset, Shri Tripathy, CGM, briefed on the performance of CTD under various verticals and on the revenue deficit of around 6%  compared to last financial year. Suggestions were solicited from all representatives unions/association to improve upon the services and thereby increase revenue earnings. 

All unions and associations spoke of staff shortage and that management should take into confidence from the unions before taking any major decisions. The representatives inquired on poor service in CMTS and Tx network and brought to notice on shortage of store materials in various divisions. They also highlighted on poor marketing services and suggested to strengthen the customer service centres. These centres requires to be open on holidays/Sundays and should be manned from 8 am to 8 pm. Unions/association also suggested to go for hoardings and ads in both print and news media to create awareness of BSNL's lucrative and affordable products. SNEA reminded that lot many suggestions were made on earlier occasions too but to no avail. It agreed on shortage of staff and apprehends the same cannot be filled to the desired extent. But then, some basic deployment cannot be avoided  and for this, GM concerned should in consultation with unions/association start the process for near uniform deployment. It also observed that Trans and CMTS network are backbone to all kinds of services and unless the network is stabilised, retaining customers will be a difficult task. However, given the position of CTD with respect to other circles, it is time to for aggressive marketing  to increase revenue and overcome the shortfall while the work for strengthening the network continues.  

CGM spoke of constraint in providing staff since there is hardly any recruitment/ promotion. However, he suggested to deploy staff from existing work force to strengthen the marketing team. Given the success of SWAS, Corporate office has sent fiat to hold road shows to sell BSNL products and  accordingly CTD has started off with encouraging results. He decided to hold such fair at every 2 km on the face of several constraints and would pull in staff from Plg and Administration at HQ. In matter of inadequate number of BTSs compared to other private operator, he is of the opinion that govt organisation requires to follow mandatory procedures unlike pvt operators for which certain delay occurs in taking final decision, be it in procurement or other policy decision. Despite such handicaps, existing BTSs provide close to 90% coverage and under such situation, we cannot sit back; rather, we should put our best effort to maximize our sell. He requested the unions and associations to extend their support and cooperation to help CTD turn around.

Com Dilip Saha CS  and Com Sankar Sanyal Jt aecretary(E) met Mr S. Kujur  GM Finance/CTD and exchanged greetings on Dussehra and Bijaya Dashami. Association conveyed grievances amongst executives in quite a number of units where payments are getting beyond reasonable time limit. Most of such cases pertains to medical bills and other entitlements. The matter in regard to encashment of leave in HQ is yet to be settled. The case of Sujit Chakraborty, Ex SDE(LA), retired in Dec 2015 is yet to receive leave encashment inspite of constant persuasion at various level by the retiree concerned. Moreover, the issue of payment of insurance amount also needs to settled. Association also pointed to acute shortage of staff in some units and requested to fill in such posts at the earliest.

GM informed to have instructed the unit concerned to settle the issue with respect to long pending cases till a policy decision is taken in this regard. He further informed to have conveyed the matter to GM/HR & Admin and assured to resolve the cases at the earliest. Meanwhile, he requested association to bring a consolidated list of such cases, pending since long.

Com Dilip Saha CS and Com Sankar Sanyal Jt Secretary(E) met GM HR & Admin to discuss on release of executives having less than two years of service left from superannuation. Association pointed to non forwarding of prayers for intercircle transfers even after completion of two years  including the ones who opted fpr WBTC. This apart, it is regrettable that some in a particular transfer list got released through ERP but  few leftouts are still languishing even after two months since then.  Association is of the view that since CTD management is not in position to stall transfers to tenure circle then there remains no justified space not to forward the options made for WBTC and  the leftout executives who were part of previous transfer order may be released at the earliest.Moreover, the prayers made for inter circle transfers after completion of two years is well within the stipulation of transfer rules and the same needs to be forwarded. The plea that Corporate Office would do is setting a bad precedent for CTD management. 

GM/HR & admin assured to once again raise these issues to CGM and would to try to resolve in phases but at the earliest. Association would take up the case with CGM after getting the outcome of discussion with GM/HR &Admin

The Trade Union call given by United Forum was observed with full gusto from 27/09/2016 to 29/09/2016 at Telephone Bhavan. Members of all constituent executives associations participated in large numbers with the turn out reaching its climate on the last day. Encouraging turn out on the second day of the Full Day Dharna. Hundreds of executives turned up at Telephone Bhavan to sit in dharna against management's absolute indifferent attitude to resolve the most fundamental demands of E2/E3 IDA Payscales for JTO/JAO and SDE/AOs respectively, 30% superannuation benefit for BSNL recruitees and implementation of CPSU Hierarchy.  Time has come to demonstrate exceptional solidarity and unity to combat the management/DOT to to the most justifiable demands. Members of all three constituent association arrived in hordes braving the rain splashed weather. The CSs, C/Presidents, CHQ Office bearers and other office bearers  belonging to the participant associations under the banner of United Forum addressed the gathering. From SNEA, Com Soumen Ghosh, ACS, Com Nirmal Sarkar C/President, Com Sankar Sanyal Jt Secretary(E) and Com Dilip Saha CS deliberated on the demands with appeal to all intensify the agitation further, if the authority continues to deprive or skirt the issues.

Com Dilip Saha CS and Com Nirmal Sarkar President met GM/HR & Admin to discuss on forwarding the inter circle prayers and options called for WBTC as tenure circle. Association explained that since CTD administration is not in a position to retain the longest stayees in the event of transfer to tenure circle being longest stayees, it will definitely be a prudent  decision to forward the options for WBTC. Some executives, who joined from other circles have completed more than two years and had appealled for forwarding of their prayers. Association requested to forward the same since issuance of transfer order gives no confirmation for release. Such instance has become unique in CTD where the executives had to wait for release through ERP. On one hand the prayers are not forwarded on other hand the release are  awaited till ERP effects it---both cannot be allowed. GM assured to take up the case once again with CGM/CTD

Rule 8 transfer- association brought to attention how other circles like KTK, Odisha etc are effecting Rule 8 release in lieu of new incumbent i.e TTAs promoted to JTO in LICE . There is no reason holding the matured cases of Rule 8 in CTD. GM said that he would discuss the matter with CGM in the light of information provided by the association.

Leave Encashment & Insurance Payment--It is highly regrettable that even after more than a year no policy could be taken as to which wing would process the case of Leave Encashment & Insurance Amount following superannuation. Instances have been brought to your notice wherein executives,those who have retired for close to a tear or more are still awaiting for payment of leave encashment and insurance. It is reportedly learnt, the accounts wing dealing with issue has stopped processing. Whatever be the reason, the retirees are being subjected to harrassment and deprived of interest too. The matter requires urgent attention to bring about settlement.

GM assured, he will call for the file and do his best to arrive at some policy decision in this regard.

General Body Meeting of Srirampur Zone held at UTP Telephone Exchange Bldg. Members expressed severe grievances against executives of some outfits who are deliberately shunning responsibility to take charges against posts that fell vacant either due to retirement or transfer. This has become an epidemic bringing the system to a grinding halt. The administration should come down heavily on this delinquent executives in order to save the system. Com P .K Ghosh spoke of the problems being faced by our members and how as responsible executives, our members are taking additional responsibility. Com Kousik Bhowmick spoke of long pending transfer orders awaiting implementation. Members spoke irrational pressure being created by administration to comply with untenable demands. 

Com Nirmal Sarkar President, directed the members to combat with courage and responsibility. He suggested the senior officers to play strict to put an end to such outrageous defiance and not to buckle under pressure to comply with irrational requests of authority. He said that scarcity of staff is everywhere but in some areas it is more intense. Circle Body would take up the matter with CTD management in this regard.

Com Soumen Ghosh ACS, addressed the house on membership verification and urged upon all to take proactive roll in enrolling members. He elaborated on the association's role in uplifting the basic cadre of JTO, since IVth CPC. He spoke on our struggle to achieve E2/E3 for JTO/JAO and SDE/AO equivalent cadres. Com Ghosh concluded by appealing all to participate in full day dharna on 6th and 7th of Sept 2016 at Telephone Bhavan.

Com Dilip Saha, CS exhorted the members to abide by rules and implement it strictly for others too. The instances of defiance should be stemmed by invoking conduct rules. Members should fight fiercely to ensure the disturbing few do not rule the roost. He assured, he would take up the matter with higher management to put an end to such activity. CS, spoke of membership verification and instructed zonal body to reach out to all executives briefing them on how this association shaped the cadre, particularly the basic cadre of JTO/JAO and equivalent. He instructed all to participate in the ensuing dharna called by United Forum at Telephone Bhavan. The time is crucial, so any delay in reaction would make us miss the bus to clinch the demand for E2/E3 payscales for JTO/JAO, SDE/AO and equivalent cadres, 30 % superannuation benefit and CPSE Hierarchy. Given the 3rd PRC already constituted, the timing of this trade union program assumes further significance calls for strong and active participation.

As per the directives from United Forum of Executive Association consisting of AIBSNLEA, SNEA and AIGETOA, all three associations of Calcutta Telecom District jointly held Lunch Hour Demonstration at Telephone Bhawan, Ground Floor on 23.08.2016 at 13.00 hrs. Members from all over Kolkata  whole heartedly participated in the demonstration inspite of inclement weather.

The demonstration started with blood warming slogan session followed with detail analysis of demands by young and dynamic leader,  Saikat Das - Circle Secretary of AIGETOA CTD. The demonstration continued with a wonderful deliberation by a dynamic leader, Com Soumen Ghosh – ACS/SNEA/CTD, elaborating the demands and its evolvement.  The demonstration continued with valuable speech of com Subhasis Mitra – ACS/AIBSNLEA/CTD. He emphasized on unity of all executives to achieve the target. Other zonal leaders also took part in short discussion over the issue and ignite the flame of agitation among the executives. Com Nirmal Sarkar, Circle President/SNEA/CTD, in his short speech, reminded about the united struggle for resolution of the issues in totality and emphasised on active participation of more general members in days to come. Com Dilip Saha, CS/SNEA/CTD helped to observe the Lunch Hour Demonstration in an organised way.

Forum of Calcutta Telephones Circle met at RJCM Room/TB to decide upon the strike called by Central Trade Unions against strategic disinvest, etc. Besides direct involvement by many, the Forum will have moral support from various unions and associations. Forum resolved to meet CGM on various service matters and particularly the acute deficiency in service by Civil and Electrical wing. The dilapidated buildings require immediate repair since many are becoming the cause of fatal accidents. The malfunctioning ACs are damaging the equipment resulting in disruption of services under different verticals.

Forum took strong exception to the delay in according permision for both immovable and movable properties. The existing practice is reportedly not being accepted by Vigilance wing resulting in tremendous backlog and inordinate delay in according NOC. It requires immediate intervention from administration to resolve the issue. Further, Forum decided to raise the issue of automatic Pension revision as in CPC for absorbees and superannuation benefit for BSNL recruitees.

Com Dilip Saha, CS, Com Nirmal Sarkar, President and Com Soumen Ghosh ACS met GM/HR&Admin to know the status on release of executives under inter circle transfer, forwarding of prayers related to intercircle transfer, forwarding of options for WBTC , declared equivalent to tenure circle and considering the Rule 8 transfers against the would be  JTOs who qualified in the recently declared results of LICE. GM stated that in respect of release on intercircle transfer, the matter would be discussed once again with CGM. Association pointed to negative signal being sent across circles for not releasing the executives thereby disseminating unwillingness among executives to join in CTD.

 In regard to forwarding of prayers for intercircle transfer, association categorically stated to forward the prayers without any precondition. The administration cannot in one way stop forwarding and on the other hand wait for ERP release from Corporate Office. The forwarding of option has a deadline of upto 31st Aug 2016. If not forwarded, the executives in the list of longest stayee transfer would get transferred to other tenure circles. So, in one way or other, the executives will not be able to stay in CTD. So, as per the option, as asked by Corporate Office, it must be sent without delay. GM agrred to discuss with the CGM, who is looking after at present to see the cases gets forwarded. 

Association also requested to effect the Rule 8 cases in lieu of JTOs who would join as qualified TTAs in the recently held TTAs. GM assured that he would definitely take up the issue with CGM,

Com Dilip Saha, CS, Com Nirmal Sarkar President and Com Sankar Sanyal Jt Secretary (E) met GM/HR and Admin to remind him on forwarding inter circle prayer transfer, particularly in respect of those who are having less two years of service left for superannuation. GM was also reminded for publishing the results of LICE held on 22/05/2016 for promotion from TTA to JTO as soon as the nod comes from Corporate Office and requested to keep things  in preparedness , so that, the would be qualified candidates could be send for training without delay..It also pointed to the harassment faced by  field DGMs & DEs in some areas with respect to some demands being made by contractual labours that doesn't come under the ambit of the said  officers. It requires intervention from competent authority. GM said he would discuss the matter and keep us posted.

Following the meeting with GM/Establishment on 11/07/2016 at Corporate Office/NewDelhi on allotment of  JTOs  to be recruited from open market, Com Dilip Saha CS, spoke to both CGM/CTD and GM/HR & Admin for sending the latest report on sanctioned  and working strength in respect of JTOs in CTD with mention of total no of Rule 8 cases pending till date. CS requested GM/HR & Admin to provide the details of Rule 8 cases , so that it enables GM Estt to consider the  reallotment based on facts and figures. CS further requested to send the details of Rule 9 cases to GM/Pers with request to send back the executives who have completed their scheduled stay or allot fresh JTOs in lieu of their continuation since CTD is struggling under extreme deficiency.

Com Dilip Saha CS, Com Nirmal Sarkar President, Com Sankar Sanyal, Jt Secretary (E) and Com Soumen Ghosh ACS met Shri P. K Mohapatra, GM/HR & Admin. At the outset, association felicitated Shri Mohapatra on his assuming charge as GM/HR and Admin/CTD and wished his tenure be an eventful one by bringing about rational changes and expediting the system. CS briefed on the state of affairs in CTD, particularly in respect of human resources and how the same is denting the overall performance. There is an urgent requirement for posting of executives at all levels for which strong and consistent persuasion is required  from Circle level. Association referred to the meeting with CGM wherein it was requested to sent a requisition for executives and fund at Corporate Office to deal with the scarcity of executives and payment to contractual labours in time respectively. CGM had areed to send letters in this regard. GM/HR said, the letter is ready and getting prepared to be despatched soon.

Endorsement of inter-circle transfer orders and forwarding to prayer transfer on completion of two years---Six nos of DEs are awaiting release since the issuance of transfer order from Corporate Office in March 2016. It is learnt, executives figuring in the same list from other circles have already been released. On discussion with CGM, he had pointed to the contradictory demand of putting requisition for executives to Corporate Office and at the same time releasing those under transfer and felt it untenable.  Association is of the clear view that since Corporate Office had issued the order, it has some reason to hold. Moreover, similarly placed DEs in other circles, have already got released despite not getting substitutes for now. This takes place, keeping in mind, soon transfer or promotion orders are effected, executives would get posted against requisition made. Herein, it must be emphasized that we are equally concerned with the scarcity that exist and at the same time lookforward to the relief that has to be provided to these DEs who are mostly on the verge of retirement and/or bogged down with family/health issues. It must also be remembered that  charges of those who got released through ERP in recent past have already been taken over, albeit with displeasure in some cases. So, there remains no cause for panic. Moreover, the recent order dated 04/07/2016 from GM/SR/CO on membership verification had clearly mentioned of considering release of those under normal/rotational transfer by 31/07/2016. 

In matter of forwarding of prayers, as per existing norms/rules one is entitled to pray for transfer on completion of two years and association sees no reason for not considering such issues. Association also requested to forward the case of B. Nagendra, DE/BDN since he is having less than two years of service from retirement. 

GM/HR & Admin said to be aware of the issue and would discuss the matter with CGM in the light of the facts put forward by the association. He would also be taking up the case of those who have less than two years of service left from superannuation.

Delay in payment of leave encashment- Association put forth cases under GM/HR establishment, wherein it is observed that even after seven months since retirement, executives are not receiving the payment against leave encashment. The matter is pending since long and a decision has to taken on which establishment-i.e either CA Section of Finance Wing or Staff Section under GM/HQ would settle the bill and make payment. GM said to have received a file in this regard and would like to study it before taking up the matter with finance wing. He requested  for some time. 

Delay in conducting DPC for promotion from PA to PS-- Association expressed resentment over inordinate delay in preparing for DPC from PA to PS. GM said that both APAR and VC had arrived but unfortunately 15 points VC  was sent by respective section in old  proforma. In view of above, a fresh VC in new proforma has been asked for. He assured to expedite the process.

Com Dilip Saha CS, and Com Sankar Sanyal Jt Secretary(E) met CGM/CTD  to express concern on gherao of DGMs  by contractual labours, almost on monthly basis  for non payment of wages in time. i.e by 7th of every month. Association expressed resentment on delay of arrival of fund resulting in stoppage of work during the period of gherao. CGM informed to be aware of the matter and that the CO is not forthwith with fund allocation given the performance of the circle. He also requested the association take up the issue at CO too. Association requested CGM to write in to the Corporate Office on the issue, so that it helps the association too, to pursue at their end. CGM readily accepted the proposal.

Association reminded CGM  to prevail upon Corporate Office to retain the 54 nos of LDCE qualified JTOs  and 302 nos of eligible JTOs of CTD under seniority cum fitness quota on their promotion to the cadre of SDE. CGM agreed to the proposal and said that he would communicate with Corporate Office in this matter.

Endorsement of inter circle transfer order- CGM expressed serious reservation since CTD is already deficient of executives. He is looking forward to substitutes since none has joined till date. Association said to be aware of the issue but unfortunately court litigations are coming in the way of promotion/allotment. It is not that association is demanding at the cost of CTD’s performance but then transfer order issued by Corporate Office must hold some reason.  CGM added that the recent release of large number of SDEs through ERP has not been substituted. The vacuum left behind due to sudden release is yet to stabilize and moreover, in the meeting with field management, it was informed that field executives are not accepting additional charges. Association, reminded CGM that these allotment of executives in CTD, about two years back was not expected of and was not posted  as substitutes. It occurred due to bulk promotion for vacancies that got accumulated over the years due to stays in various courts of law. It was unprecedented.  Association spoke of incorrect information regarding refusal to take charges of the executives’ released through ERP. All the charges have been taken over, inspite of several difficulties with many. Association, had pleaded earlier too, for strong persuasion at corporate level for further allotment of executives in CTD. CGM said, the situation hasn’t stabilized yet following the release of large number of SDEs in recent past. However, he would see to the matter after things settle for a while and substitutes posted. He also requested for associational intervention at corporate office for posting of executives. Association continued by requesting CGM to explore some means by taking up the issue with Corporate Office on their release and posting of substitutes. 

Association requested to see that the TTAs, those who stand a chance to qualify in recently held LICE for promotion to the cadre of JTO, are considered for undergoing training in RTTC/Kalyani. CGM replied to take up the matter with GM/HR &Admin and that he would also consult with GM/HR in this regard.

EMERGENT CEC MEETING HELD ON 18-06-2016 at TI HALL/CTO BUILDING-The meeting commenced with usual welcome address by Com Nirmal Sarkar, President, followed with briefing on organisational and service oriented issues pertaining to Circle.The house welcomed Com K Sebastin, GS amidst slogan and applause. There was all round cheer and indomitable eagerness with the executives to hear to the latest developments from beloved GS.  Com Dilip Saha, CS/CTC  reported on the plight of services under different verticals affecting Calcutta Telephones and how the lack of infrastructural development over last many years have taken a toll on both customers and revenue. It has been observed that numerous public utility agencies are on the roads for infrastructural developmental works pertaining to both national and state projects resulting in damage to underground assets of BSNL. This might be true with other circles too, but then, given the city’s landscape and topography, the problem here is of unique nature. The matter stands further aggravated since no infrastructural developments has taken place due to non availability of cables, BTSs, Trans equipment etc for last many years .It is often heard that Corporate Office is unwilling to hear to any demand or requirement placed by circle since CTD is a non performer; means the circle is incurring so much loss that it is telling upon the overall performance of BSNL. It is incomprehensible as to why the Corporate Office is failing to bring about changes in terms of management’s role. Successive, head of circles retired yet nobody could bring noticeable change. Does the cause lie with the field executives alone or something has gone haywire with management and policies adopted? Herein, CS informed on acute scarcity of manpower and how the same is posing a hurdle in rendering satisfactory service by the executives in the fields. The attempt to bring about cosmetic changes with an eye to little improvement compared to predecessor, perhaps led to lack of real motive in fortify the infrastructure. The number of BTSs  covering the CTD’s jurisdiction is about 1900 including 2G,3G whereas that of Airtel, Vodafone it is close to 5000, including 2G,3G & 4G. The statistics clearly tells that CTD is having lesser BTSs than other leading telecom operators. The lack of Trans equipment and optical fibre cable had deprived the circle from providing stable service, particularly in respect of Broadband, GPON and Enterprise Business. Mere marketing can never fetch permanent result unless technical aspects are equally taken care of. It’s only now that about 1000 nos  of both 2G and 3G BTSs and about 100 STM equipments are on the cards for deployment. Unless the equipments, BTSs gets commissioned, CTD cannot reap the benefit out of it. It’s all a matter of time.

 Over the last two and a half year, more than 300 executives retired and that no substitute has reported till date inspite of release of large number of executives in recent past. Obviously, the existing executives are being compelled to take additional charges much to their displeasure. On the other hand, the executives who are under inter circle transfer are virtually pleading for release since they are at the fag end of their service life and faced with family/health problems too. CS urged upon CHQ to see that substitutes are posted and intervene at Corporate Office in matter of release of executives on transfer.

CS pointed to late allotment of fund from Corporate Office for payment to contractual labours and how the same has become a cause of gherao of DGM’s on almost every month. CS requested for intervention at corporate level to ensure the funds are sent in time.. The reversion of JTOs belonging to Assam Circle in view of court verdict is very unfortunate. CS requested to take up the matter for relief to the affected candidates.  In conclusion, CS thanked the house and appealed GS to touch all the points on E1/E2 payscales, CPSE Hierarchy, 30% superannuation benefits to BSNL recruitees, pay protection for officiating, various court cases holding up the promotion, case pertaining to officiating JTOs pay fixation,3rd PRC etc. He wished, the house gets enlightened on various issues following the address of GS.

Com K Sebastin, GS elaborated on latest position pertaining to E2/E3 payscales, CPSE Hierarchy, 30% superannuation benefit, pay protection for officiating, court stays on promotion etc. He dwelt at large on the role of SNEA since its inception and how it shaped the basic cadre from the very beginning. SNEA did not lose sight on upliftment of JTO/JAO’s basic payscales and is fighting tooth and nail to restore the position. Various outfits are out to derail the process since they find they are not affected. The demands that do not sound feasible at this stage are being raked up to scuttle the process for once and all. The payscales and CPSE recommendations have already moved to DOT with information on expenditure that would get incurred on implementation. The sudden change of course demanding for cascading effect in CPSE hierarchy had caused a flutter for a while. However, Association had stuck to moving the issue simultaneously on two parts; one with changing the payscales of JTO/JAO & SDE/AO to standard payscales of E2 & E3 and the other with cascading effect. Any delay in settling the E2/E3 payscales will adversely impact in drawing recommendation from 3rd PRC. Moreover, the  helluva of controversy on staying in E3 payscales for 10 years  is nothing but a planned distraction from the core issue. The 10 years stay in E3 IDA payscales  without any financial loss or increment loss within the five standad IDA payscales as approved by DOT should not be a cause of apprehension; rather, a section is making it an issue to fish in troubled waters.   In regard to 30 % superannuation benefit, CMD had committed to grant extra 6%. However, lately, it has been said the Esst section has worked out the post retirement benefit expenditure at 13% approximately which sound incredulous. CMD said that after verifying the amount arrived at, superannuation benefit of 6% would get considered.

Court cases- too many court cases are hindering the progress of DPCs/promotion. In LDCE case,  the association could ensure for declaration of results but then cases at Ernakulam and Chandigarh are yet to lift the stay. Association could convince the management to employ a senior lawyer for final hearing at Ernakulam. The matter is in progress. The case pertaining to JTO offtg is to come up in mid of July 2016 and GS believes that it could be the day for verdict. In case of reversion of JTOs from Assam Circle of which one belongs to CTD, GS said the case had gone to Supreme Court and based on its verdict the JTOs in Assam Circle had faced reversion long back. However, the association is extending all kinds of logistic and financial support to the group who are on the case.

In matter of 3rd PRC, NCOA, where SNEA is a leading constituent had given a call of trade union program for constitution of 3rd PRC in 2015. But, the Govt was dilly dallying on the issue inspite of communication from DPE. Ultimately, on further notification of TU program, Govt acceded to the demand for constitution of 3rd PRC. Already the notification has taken place. This PRC is of utmost importance since all PSUs are of the opinion that recommendations should be delinked from the issue of profitability. This is due to the fact that many PSUs, being  loss making establishment, are continuing with 1st PRC payscales . Moreover, the issue of pension revision should be in terms of reference. This demands are in consonance with Central Pay Commission. Lastly, he spoke on membership verification and appealed to all comrades to gear up for the grand finale.

Veteran Com Rupak Sen expressed pride in being a part of this association for long and narrated the crusade the association had undertaken to go for justified demands, It’s SNEA that had looked after interest of basic cadres and left no stone unturned to clinch justified payscales, 30% fixation benefit during 2nd PRC, in struggling to merge 50% IDA preceding 2nd PRC, thwarting the temptation of Rs 2000/- advance to lure the employees into absorption, fighting cases in court of law for spelling out the terms and condition before absorption. In all these cases, the association emerged victorious.

Com Tapas Ghosh, CS/WBTC thanked GS for making effective headway for treating WBTC as tenure circle so that willing executives can opt from other circles. Acute scarcity of staff punctuated with unwillingness to serve in remote areas has prompted to take such decision. He also pointed to discrimination being followed in Telecom Factory for conducting DPC for the cadre of SDE and AGMs. The process is delayed deliberately whereas prompt action is taken by management in matter of promotion in higher cadres. He expressed concern for pay fixation of JTO offtg and requested GS to see to the case.Com Nirmal Sarkar, President concluded meeting by expressing thanks to GS , participants and invitees and appealed  all to strengthen SNEA to strengthen BSNL.

Com Dilip Saha CS, Com Soumen Ghosh ACS, Com Prasanta Ghosh Org Secretary, Com Dilip Ghosal, Zonal President, Com Kousik Bhowmik Org Secretary (Zone), Com Manjushree Bhattacharya and Com S Varathan met Shri Om Prakash Mishra, GM/NWO-I to convey strong resentment on periodical heckle of DGM/NWO/SRMP for delayed arrival of fund meant for payment to contractual labour. It has almost become a regular phenomenon and is going beyond the limit inspite of the fact that the DGM is in no way responsible for such delay. Association strongly demanded to put an end to such harassment and resolve the issue for once and all. GM assured to look into the issue and  ensure  recurrence of such incident do not take place henceforth.

Association pointed to acute scarcity of staff in area Srirampur, particularly in the cadre of JTOs, SDE and DE. Too many additional charges are being undertaken by executives leading to unjustified burden and mental worry. The matter needs to be reviewed on immediate basis for rationalisation of staff and deployment . GM said to review the matter and find out some means to provide relief to over burdened executives.

In matter of working on holidays and Sundays as part of SWAS programme, association suggested to conduct a meeting with all staff and executives to put across the message of such requirement. Bringing staff on holidays entails providing compensatory leave and depleted manning on week days. GM said that entitlements cannot be stopped but then depending upon the situation, staff may be employed judiciously so that work on week days stay unhindered. Association pointed to the staff desire for an open meeting to which GM said to have made aware of the issue to all unions and association as and when the meeting with respective unions/association took place.

Problem in regard to water supply in Triveni---- Association reminded on this issue to which GM said to be aware of it. It is learnt that Civil wing had floated tender twice but it failed on both occasions. The part of work pertaining to electrical wing cannot take place unless the work meant for Civil wing is completed. GM said, he would take up the matter with CE/Civil to resolve the issue.

In matter of repair of building and electrical installations, GM assured to review the issue in consultation with both Civil and Electrical Wing. He is aware of immediate repair in some buildings and assured to resolve in right earnest.

CS writes to CGM/CTD on retention of 54 nos of JTOs who stand qualified in LDCE from CTD held on 21/06/2015 and 302 nos of  JTOs in CTD who are eligible and under purview of promotion to the cadre of SDE respectively. This retention, in reality, would not increase the executives' strength since most are already working as SDE/LA. It could only help in posting few in severely needed units for the time. The situation warrants to place a strong requisition to Corporate office for further allotment of JTOs, SDEs, DEs,&DGMs followed with constant persuasion for materialisation.. In last two and a half year, nearly 313 nos of executives superannuated. The vacancy in the cadre of SDE and JTO are 796 and   970 (approximately) respectively as on 31st May 2016. This apart, all effort must be taken for early publication of results of LICE held on 22/05/2016 for promotion from TTA to JTO.

Com Dilip Saha, CS and Com Nirmal Sarkar President met GM/Finance to draw his attention to a long pending issue on non payment of leave encashment to executives in HQ within reasonable time. It is reportedly learnt, a few rounds of discussions had taken place with HR & Administration but it seems the matter is still dragging. Association strongly wanted to end the impasse without further delay. GM said to have received some information on record and would be considering  the issue to find out some remedial measure and asked for the list of executives affected.

Association reminded on  shortage of accounts officer in many sections and the situation warrants for some redistribution. This apart, some request transfer cases are pending for long and requested to address the concern. GM said that he would review the position and would give a consideration to the request/s made in due time.

Com Dilip Saha CS, Com Nirmal Sarkar, President and Com Soumen Ghosh ACS met GM/HR & Admin to discuss and address the following points.

Association reminded the case pertaining to release of six DEs whose transfer orders got issued about three months back. There is a need to get the order endorsed with a definite date of release so that respective GMs can plan out in advance to make some local arrangement on interim basis till new incumbent joins on further allotment.. Moreover, it will always be prudent to preclude any attempt of release through ERP from Corporate Office. Association also reminded of some left out cases of forwarding of prayers for intercircle transfer in respect of SDEs and particularly about DEs who are having less then two years of service left. These requests were made in view of likely final round of hearing in court of law, scheduled  to come up in mid of June and July'16  to vacate stay/s for promotion from JTO to SDE etc. This will pave way for promotion, both under LDCE and Seniority cum fitness quota. Association, strongly suggested to take up the issue of posting of SDEs/DEs with Corporate Office keeping in view the ensuing promotion and retain the executives promoted from CTD both under LDCE and Seniority cum fitness quota. 

GM informed that since CGM would be leaving for Corporate Office today, he would take up the case in right earnest at the earliest convinient schedule. 

Results are awaited in respect of  those who would qualify in the  LICE held recently  for promotion from TTA to JTO. Association requested to ensure that the exercise for issuing promotion order and sending them for Phase-I training at RTTC/Kalyani takes place without delay and within a stipulated time frame. Moreover, the TTAs who qualified in view of review of answer keys as per corporate office guidelines also be send to  Phase I training alongwith JTOs recruited under SRD. 

GM said to keep in consideration the proposal provided while deciding on the issue.

Sending of VC for promotion from JTO to SDE-- Since the hearing on stay at Ernakulam High court is to come up soon, it becomes unavoidably necessary to send the VCs  in time to Corporate Office, so that, in the event the stay/s get vacated, it would smoothen the exercise to conduct DPC and issue the promotion order. Unfortunately, CTD fails to send VCs in time in almost all occasions. Association strongly prevailed upon GM to send the VCs without further delay.

GM said to have obtained the status from Vigilance but the some administrative information is required in respect of those who are under purview of promotion. He said to have initiated the work and hope some progress will be made  shortly.

Association once again requested to resolve the stalemate on which unit would process for leave encashment. Quite a number of retirees from HQ are yet to receive their leave encashment and the matter is getting dragged for a long time. The situation cannot afford to wait further and demands an immediate solution since non payment is resulting in huge loss of interest amount too.  

GM said to be aware of the matter and also had a discussion with the former CGM and GM/Finance too. He is waiting to see the observations noted to decide upon the issue at the earliest.

Com Dilip Saha CS, Com Nirmal Sarkar President, Com Sankar Sanyal Jt Secretary(East), Com Soumen Ghosh ACS and Com Prosanta Ghosh Organising Secretary congratulated and welcomed Shri Sitala Prasad on his assuming charge as CGM CTD. Following a brief introduction with the office bearers, CGM spoke of the challenges that need to be taken by horn to overcome the hurdles being faced by CTD. He said to be aware of some of the basic issues and requested for necessary support and cooperation as is expected of an executives' association. Association, on its part assured of unqualified support for the growth of CTD and wished all success under the stewardship of the new head of circle. Association also conveyed that cosmetic repair and short term policy would no longer fetch the desired result; rather, the situation calls for fortifying the basic infrastructure to provide stable service. Association believes and is also confident that his experience and esteem would not take much time to understand the crux of the state of affairs and will take all kinds of steps to develop CTD into a profit making Circle.

Com Dilip Saha CS, Com Nirmal Sarkar President, Com Sankar Sanyal Jt Secretary(E), Com Aparesh Ghosal CWC and Com Soumen Ghosh ACS met GM/HR & Admin expressed serious concern for not endorsing the release of about 25 nos of SDEs inspite of being being released through ERP from Corporate Office. Association had always proposed to endorse the transfer order( before release through ERP) with definite date of release at the earliest. But unfortunately, it is observed CTD has taken steps which is unprecedented in BSNL. GM informed that CTD had requested for retention for a short time to meet the acute situation. Association vehemently opposed such move, particularly when release from Corporate Office has already taken place.The executives affected have already sent their respective families for admitting their wards in school, vacated their rented residence and are putting up in hotels Rather, the  endorsement of transfer order pending in respect of DEs  should also be endorsed without further delay. Or otherwise, the same fate will befall on DEs too. Such endorsement will allow  the local admin the time to plan out with additional charges. In nutshell, all executives who stand released through ERP be released immediately and pending transfer orders be endorsed immediately with definite date of release at the earliest.  GM said to take up the matter with CGM.

In matter of delay in payment of leave encashment, association informed to have met GM/Finance in this matter wherein it was suggested to take up the matter with GM/HR. Association demanded for immediate resolution of the issue at HQ since many more cases of non payment is pending since long. GM informed to have received a file on the subject from DGM/SEA and that he would discuss the issue with all stake holders before taking concurrence from the competent authority.

Association once again reminded on processing the case for promotion to PS. GM informed that matter related to roaster is over and that he had sought some clarification on method for calculation of vacancy. After examining, he assured to expedite the exercise for completion.

Reversion of Swampa Datta, JTO/CMTS. Though the reversion had taken place in accordance to the directives of court and conveyance of the same from Assam Circle, yet association felt the directives for pay recovery is not applicable from the retrospective date, The executive is entitled to JTO's salary since she has discharged duty in the capacity of JTOs till the date of reversion. Moreover, a legal view would be sought to review the vacancy position to explore tenable means for reinstatement. GM replied to examine the representation in accordance to extant rules on the issue. 

LICE for promotion from TTA to JTO.and review of answer keys in accordance to corporate guidelines-- Close to 180 nos of TTAs are appearing in LICE. Association requested to ensure the exam is held without any glitch. Since, several court cases have delayed the event, any  shortcomings will give lead to litigation. Since, this is one great opportunity to get JTOs to meet the acute shortage in CTD, the administration must take all measures and hope all succeeds. GM replied to have monitoring the process. Though CTD is having no direct role in matter of conducting the exam, yet work entailed with CTD is being done with care and in time. 

In matter of review of answer keys, Association requested to expedite the process since the date of LICE is on 22/05/2016. In that case, those who stand a chance to qualify will get spared from writing the exam. GM said to have already instructed to complete the exercise in time.

Com  Dilip Saha, CS, Com Nirmal Sarkar, President and Com Soumen Ghosh, ACS met GM/Finance to remind him on the stalemate on payment of leave encashment in HQ unit. Association pointed to some long pending cases awaiting payment due to absence of decision in earmarking the unit responsible for such payment. Association is of the opinion that whichever unit be made responsible, the delay in taking the decision should not make the retirees suffer. GM said to be aware of the issue and requested to have a discussion with GM/HR too. Association also expressed thanks for  resolving few long pending request cases.

Hordes of activists assembled at Telephone Bhavan  to observe the call given by SNEA. A massive gathering sat through the day, sloganeering against the management for utter insensitivity and apathy towards resolving the long pending  demands. The crowd, overwhelmed by the spontaneity of participation, vehemently demonstrated for settling the issues of E2 & E3 IDA payscales for JTO/JAO & SDE/AO, CPSE Hierarchy, 30 % superannuation benefit for BSNL recruitees, officiating pay protection besides others. High pitch slogan rented the air. Circle Office bearers addressed the gathering enlightening the members on the justification of the demands and the necessity  for trade union action.

Com Nirmal Sarkar, President  dwelt at large on the double standard adopted by some associations to derail the process and how hypocrisy could land the entire cadre to doldrum. He cited how SNEA is honestly pursuing the issues to see a productive end. Com Sankar Sanyal Jt Secretary(E)  informed on the role of CHQ in mounting constant pressure on management  to respond and act in time. He also cited how some groups are bent upon to raise new demands when things are under finalisation. This is nothing but to rattle the progress made so far. Com Dilip Saha, CS explained the significance of this protest programme in the light of the ensuing 3rd PRC. Unless the fundamental  demands for E2 & E3 payscales are settled,  CPSE Hierarchy cannot be finalized. The matter assumes critical significance since constitution of 3rd PRC is reportedly learnt to take place soon. In such circumstances, the recommendations for higher payscales would stand jeopardised resulting in stagnation in career progress for all, more intensely for the JTOs/JAOs recruited in 2007/08 onwards The issue of 30 % superannuation is also equally important since the management in Jaipur AIC  agreed to extend further 6% towards terminal benefit. If materialised, it will set course for further demand to reach the ultimate goal of 30%. The issue of officiating pay protection has been utterly ignored by extending incorrect interpretation from Pers section. It is surprising that inspite of Apex court’s verdict , Dot’s order, the item is being dragged beyond reasons. So given the dealing of the management on various issues, he called upon all to gear up for further course of action. Com Soumen Ghosh, ACS reminded the grassroots to remain alert and active for further course of action, if management do not respond to the justified call in time. He urged upon the Zonal Secretaries to make wide circulation on the status of the pending issues and mobilise the members to participate in a strong way.

Hordes of members assembled at Telephone Bhavan and sat on day long dharna to protest against management's apathy and indifference in settling the issues of standard payscales of JTO/JAO, SDE/AO, CPSE Hierarchy, 30% superannuation benefit, officiating pay protection etc. The gathering, in no uncertain term, widely condemned BSNL for buying time in the name of approaching consensus among all stake holders giving scant regard to urgency of the issues. The event continued with sloganeering and deliberations on the items by senior leaders. What is significant is that, a large number of young executives attended the program with gusto and spontaneity.

Com Nirmal Sarkar, President dwelt on the double standards of some association and how the same is giving advantage to the management to delay the process inordinately. Com Sankar Sanyal Jt Secretary (E) spoke on the role of CHQ and pressure is being constantly mounted to resolve the issues. Com Dilip Saha CS elaborated on the issues afflicting the executives and how the vested group are playing dirty tricks to scuttle the process. Further delay in approving and implementing the demands, particularly those pertaining to standard payscales of JTO/JAO and SDE/AO, CPSE Hierarchy and 30% superannuation benefit will inflict irreversible damage to the cadre. This assumes further significance, since constitution of 3rd PRC is in the offing and delay will only keep  the items out of the purview of discussions/adoption. Com Soumen Ghosh ACS, concluded the day's event. Association express its sincere thanks to the members, activists of various zones who had participated in the agitation and appeal further to respond and participate massively in the relay hunger strike from 18/05/2016 to 20/05/2016 .

CS, President and Jt Secratary ( E) met CGM/CTD to apprise him of the critical situation that would arise if large number of executives are released through ERP. Once again, association strongly demanded to contemplate on staff reorientation under various GMs on interim basis till substitutes are provided from the ensuing promotion/recruitment, so that the executives under inter-circle transfer order could be considered for release at the earliest. It will be imprudent to wait and watch, if sudden and bulk release of executives take place. It is reportedly learnt and also in accordance to Corporate Office latest order ''on release through ERP'', there remains a  possibility of release and more so, since the transfer order got issued in Nov'15 i.e about six months. 

Association is vigorously pursuing at CHQ level for posting of substitutes for executives at the earliest.  

CGM replied to take stock of the suggestions made by the association for his discretion.

Association, once again reiterated for early decision in this regard.

Make all out preparations for the success of the Mass Dharna on 11.05.2016 at BSNLCO, Circle / SSA HQs. Resolution of the issues fully depends upon the success of the TU programmes. All important issues like promotions, standard pay scales before 3rd PRC, CPSU Cadre Hierarchy and 1st TBP, pay protection, memebership verification, notion pay for Civil/Elect etc etc are pending for years together.All the Executives are requested to participate in the Dharna and make it 100% success.The valiant comrades of SNEA, the real  fighters  and  all the  Executives  together  will once  again  prove what struggle is and how the issues are to be settled.

Association, after a cordial exchange of introduction, had  discussions in general on the state of affairs in CTD and how it could be turned around. Shri Ghosh shared his experience in vigilance during his last stint and excuded confidence to  deliver. Association. assured to extend support and cooperation for the betterment of CTD.

Com Dilip Saha CS and Com Sankar Sanyal Jt Secy(E) met GM/HR and Admin to once again remind him over acute staff shortage in areas, There is a need to post executives in CMTS and Transmission for the huge project of installing over 1000 BTSs across CTD but then some areas like Srirampur , Barackpur are bleeding for want of staff. Association requested to give a holistic consideration before deciding on further posting.

In matters of releasing the executives whose transfer orders got issued, association reiterated on its earlier proposal to work out some arrangement in consultation with the association/s to consider their release. It's already close to six months and further delay would be utterly improper. Moreover, since the Corporate Office is already contemplating release through ERP. it would be highly prudent to give a fresh rethink on the issue. This apart, there are few, who have completed two years of stay and have prayed for transfer. Such cases be forwarded without discrimination. Those who are having less than two years of service left may be considered as special cases. 

GM feels, if release of more than 50 nos executives without any substitute doesn't have any impact then perhaps Corporate office would construe that CTD can run for itself. Association pointed out that many transfers on promotion under similar category had taken place all across BSNL and by now most of the circles have released the executives. The argument that CTD is unable to do so sends an untenable message. As association, we are also equally worried of manpower given the largescale retirements over the months. So, it becomes incumbent to prevail upon Corporate Office to requisition substitutes from the promotion/recruitment in close offing.

SNEA served notice for trade union actions as per the decision of the Kolkata CWC: 

Charter of demands:

  1. Implementation of Joint Committee recommendations on:

  2. a)    Standard pay scales of E2, E3 replacing E1A and E2A,

  3. b) Time Bound Functional promotion or CPSU cadre hierarchy,

  4. c)   Uniform TBP between 4 to 5 years instead of 4 to 6 years w.e.f 01.10.2000.

  5. 30% Superannuation benefit to BSNL recruited Employees.

  6. Officiating pay fixation, pay protection – withdrawal of wrong clarifications issued on 30.05.2007 and 19.02.2010.

  7. Promotions in different wings from JTO to SDE, JAO to AO, SDE to DE/EE, AAO to CAO and DE to DGM.

  8. Membership verification among Executives Associations by addressing the issues raised. Restoration of trade union facilities and deduction of subscription from Salary till membership verification is conducted.

  9. First Time Bound Promotion after 4 years from Lateral JTO and Sr SDE grades as done in the case of AAO and Sr AO grades.

  10. Notional pay of E1A and E2A for Civil/Elect wings w.e.f 01.10.2000.

Notice for Trade Union actions

All members of Calcutta Telephones Circle/SNEA are hereby informed to remain prepared for observing the trade union programme as notified by CHQ. Circle Office bearers, CWC members, Zonal Secretaries and Zonal Presidents and all other office bearers of respective zones are requested to keep the members informed on the latest developments  by holding meetings and ensure participation of all. You all have surely come to know that how some outfits are trying to derail the demands that are almost finalized and how badly the same is going to affect the executives at large. Non-finalization of standard payscales will have a serious impact on 3rd PRC;s recommendation. CPSE Hierarchy, if not implemented in time will only delay further promotion, since the old rules are embroiled in myriad court litigation with serious impact on career progression.  30 % superannuation benefit to BSNL recruitees requires implementation without further delay. There are other issues that calls for immediate attention. So, comrades are requested to remain aware and prepared to stage a strong protest against the management for dragging the issues beyond reasonability.

Com Dilip Saha CS, Com Nirmal Sarkar President and Com Sankar Sanyal Jt Secy (East) met Shri S K Samanta , GM/HR & Admin  and reminded on the controversy over  the LICE held in 2013 had let down the TTAs  for facing questions that had either erroneous answer keys or were set out of syllabus. It may please be reminded that for except one, none qualified in the said exam. Calcutta Telephones lost a major opportunity to fill a part of the acute vacancy unlike other circles. The situation worsened over the years due to large scale retirements in the cadre of executives. Now that the Corporate Office has come out with an order for re evaluation based on certain guidelines in respect of the unsuccessful candidates, association urged upon to resolve the issue in right spirit and fair justice expeditiously. Association requested to complete the exercise of reevaluation before the commencement of the next LICE i.e on 22nd May 2016. Moreover, since the aforesaid exam is being held after delays due to court litigation and some clarification, association emphasized to exercise utmost caution for holding the exam without any hassle

GM acceded to the observation made and assured to see to the issue. Association further pointed out that the candidates who had appeared in LICE 2013 already made submission citing the anomalies in provisional/final answer key and substantiated the same by providing authentic documents and references in this regard. GM informed that a committee will to look into the issue as per the guidelines laid down by Corporate Office.

Association reminded of processing the DPC for the cadre of PS. GM informed, the work pertaining to roaster is reportedly over and that the work for DPC is on the anvil.

The matter of forwarding the prayer for transfer in respect of those executives who have completed two years in CTD  was raised by the association. GM stated that inspite of several reminders to Corporate Office not a single substitute has been posted, so the situation stands grim. Association pointed out that administration has no means to discriminate amongst executives since the preceding batch’s transfer were forwarded on completion of two years. The non response from corporate office should not come in the way of those who stand entitled. Moreover, the transfers that already stand issued for more than six to seven months cannot be allowed to languish for indefinite period. Association reminded GM that the results of LDCE and promotion on seniority cum fitness quota for the cadre of JTO got delayed due to court litigation.  Sooner or later, the same is going to take place. It is highly proposed to impress upon the management to provide substitutes and simultaneously make local arrangement to take care of the crisis, since some are going to get released through ERP soon. Let not injustice is meted out to the executives waiting for release. Association, categorically pressed for forwarding of prayers of those who completed two years of service in the cadre of both SDEs and DEs in CTD .

GM said, since the management has taken some view on the issue,  he would  discuss the matter raised by the association at the appropriate level.

Com Dilip Saha CS, Com Nirmal Sarkar President and Com Sankar Sanyal  Jt Secy (East) met GM/Finance to express severe grievances on inordinate delay in payment of retirement benefits. There are cases of over one year wherein it is observed the leave encashment hasn’t taken place. On enquiry, it is reportedly learnt concerned sections, inspite of absence of formal order are bickering over the issue. Association pressed for immediate policy decision and settlement of long pending cases. GM assured to look into the matter and the  association  will shortly submit the lists unsettled cases alongwith  long pending medical cases.

 

It is hereby informed that Circle Secretary/ SNEA/CTC  will be proceeding on leave w.e.f  06/04/2016. During his absence, Com Soumen Ghosh ACS in coordination with Com Nirmal Sarkar President, Com Prasanta Ghosh Organising Secretary and Prasanta Ray Organising will look after the charge of Circle Secretary till his joining. All office bearers and members are requested to cooperate in this regard.

Com Dilip Saha CS, Com Nirmal Sarkar President and Com Sankar Sanyal  Jt Secy (East) met GM/HR & Admin to discuss on scarcity of staff and release of executives whose order stands issued since more than five months. Association strongly pressed to evolve some mechanism on urgent basis for uniform deployment of executives/staff due to large scale retirements and keeping in view the release of executives who are under transfer since long.  Management should simultaneously take up the issue with Corporate Office to provide substitutes to a reasonable extent for the time. Enough time has elapsed and it is time to take serious view of the matter.  GM responded to take up the matter with CGM without further delay.

Association pointed to inordinate delay in paying terminal benefits to retirees. There are cases of more than a year where the executives are yet to receive the leave encashment. GM pointed to some confusion on who would settle the cases of SDE/LA  since on the day of retirement they are relegate to their substantive grade i.e JTO. All these while, a section of accounts use to handle it. Now that the ERP has come in force, the cases of SDE/LA who becomes JTO on the last day of their service are being sent back to AGM/Staff-II without and formal policy decision. Association pressed for policy decision on immediate basis and that the management has to act. The maze of interpretation cannot be a cause for harassment to the executives.

Association reminded to commence the DPC for PS for the financial year 2015-16. GM informed to have received some queries on the formula applied to calculate the vacancies and that concerned section has asked to process the file.

Com Dilip Saha CS, Com Nirmal Sarkar President and Soumen Ghosh ACS met Shri Amit Bhattacharya CGM to discuss on acute shortage of staff and how the same would further impact when the executives posted to native circle would get released. Association emphasized that since transfer order issued cannot be held for long, situation calls for immediate reorganisation of human resource. Association also suggested to release on first join basis and without further delay. There are many Rule 8 cases pending and the same also needs to be considered. In view of such predicament, it is incumbent upon the administration to send requisition to Corporate Office to deal with such grim situation. CGM agreed to the alarming situation and informed to take stock of the situation at the earliest.

Association expressed resentment on recent order to Principal Employers to resolve the cases pending, if any at the earliest. Since Principal Employer is a delegated post, all issues cannot get resolved at their level. Rather, a mention of higher officers would have helped to address the situation. 

Non payment of leave encashment, GPF in time is causing widespread resentment among our members. This is beside inordinate delay in processing medical bills. Even after an elapse of one year,there are cases where leave encasment has not been paid. CGM asked for some of the cases and assured to convey the same to the concerned unit/s.

Association reminded to some leftout cases of prayer transfer that are yet to be forwarded and strongly urged to demand for manpower from Corporate Office.

North Suburban Zone held its AGB on 21/03/2016 at Lalkuthi Telephone Exchange/BKP. The house was teeming with members and quite a good numbers of retired executives attended the event that speaks off inseperable tie with the association. There is acute shortage of  executives in the area and the demand for deployment from outside did not materialise inspite of several requisition from the area. There are few who stand transferred to Training Centre, others, whose orders are out to other circles and continuing trend of  retirements is taking heavy toll on the performance. The teething problems in ERP is also delaying lot of activities. The effort to improve upon the services would not meet the desired result unless some mechanism is adopted to leverage the work. Executives expressed their helplessness being overburdened by multiple charges.

Com Dilip Saha CS categorically acceded to the acute shortage of staff and briefed the house on how retirements and transfers are robbing us off of vital manpower. The matter worsens further when we executives retiring in large hordes but without any recruitment at the other end. This critical situation add to woes when executives are asked to improve upon services. The benign consideration to release officials on transfer is not the crux but to run the show has become the real challenge. The halt in promotion due to numerous court cases is exacerbating the situation. CS addressed on CPSE Hierarchy, E2/E3 payscales, pay protection, delay in constituting 3rd PRC, 30% superannuation benefit to BSNL recruitee, the need for automatic pension revision in line with pay commission, pay fixation benefit to offtg JTOs , court cases in respect of promotion from JTO/JAO to SDEAO etc

Com Dilip Saha CS, Com Nirmal Sarkar President, Com Bidyut Ghosh Treasurer, Com Ketan Hazra Z/S HWH Zone, Com Navendu Samanta and Com Tanmay Maity  met Mr Om Prakash GM/NWO-I. At the outset, CS introduced  the office bearers attending the meet and presented the constraints being faced by the field officers in maintaining LL, BB and at the same time continue with promotion of services on holidays. CS also pointed to the downtrend in connection across all circles and areas in CTD. On the contrary, it is observed, Howrah and Sreerampur are still commanding better statistics. GM spoke of smses he makes and agreed to granting compensentary leaves for those who work on holidays. He, rather emphasized that such granting of leaves are in order since long. Association pointed to holding up of leaves applied by officers until the last moment resulting in utter inconvinience,  He assured to pay attention to the issue and that genuine cases are considered in time. Association pointed to severe deficiency in infrastructure viz absence of cable laying since long, installing trans equipment, installing BTSs and battery, poor state of ACs and how the same is affecting the services in a big way. Mere new connection would not suffice unless back haul is made strong. GM agreed to the observation made and assured to look into the matter.

It was agreed that such meeting would be taken up for Sreerampur and Area North also.

Annual General Body Meeting of North-East Zone of SNEACTC was held on 19/03/2016 at Cossipore Telephone Exchange. Inspite of intermittent rainy splash, members attended the event in hordes and presented to the dais , the problems being faced by the field officers in maintaining LL and BB besides upkeep of BTSs . The issue of  acute scarcity of executives and non executives, the constraint of working on holidays to promote 'SWAS', frequent and prolong disruption of gateways, etc was discussed extensively.

Com Dilip Saha CS, Com Nirmal Sarkar President, Com Tapan Chakraborty Vice President, Com Prasanta Ghosh Org Secretary, Com Prasanta Ray, Org Secretary and Com Bidyut Ghosh Treasurer graced the occasion. Com CS addressed the house on the status of E2/E3 payscales for JTO/JAO & SDE/AO,, CPSE Hierarchy, pay protection for the who had drawn the extra fixation for officiating, intervention in court for early hearing of cases in respect of promotion from JTO to SDE( both at Ernakulam and Chandigarh CAT), pay fixation under FR 22 1(a)1 for officiating JTOs , membership verification,etc. CS also informed on the critical situation in respect of acute shortage of human resource stemming from large scale retirements and transfers to other circle. The situation calls either  for immediate rationalisation of staff( uniform deployment) or evolve some alternative means to come over the crisis. The executives whose transfers orders stand issued would get released but then some means for substitute also stands immediate priority.  

In regard to working on holidays to promote SWAS, the staff should be judiciously used and compensentory leave should be extended whereever required. The matter has been taken up with CGM too.

The house unanimously elected Com Sajal Chatterjee, Com Amar Ray and Com Anup Das as Zonal Secretary, Zonal President and Treasurer respectively for the next term. The House also placed Com Samar Ash as adviser to the body.

Forum met CGM/CTD to review the position following series of meetings/ interactive sessions in various areas except with GM/CMTS and GM/Tx. SNEACTC was represented by Com Dilip Saha CS, Com P. K Ghosh, Organising Secretary and Com Soumen Ghosh ACS.  Convener of Forum briefed on the exercise under taken since Nov 15 through which the message for improvement in service could involve 40 to 50% of the work force. It observed,  the management lacked the seriousness in many fronts and that the exercise of evaluation on improvement of services was not undertaken during this intervening period. Senior officers should have been proactive to participate in the interactive sessions. The recent directives on SWAS calls for aggressive marketing. Though Forum is taking initiative to participate in road shows etc yet there is no clear standing from management to allow the field representatives to participate. It pointed to absence of clarification for working on Sundays and holidays. This is more so with the establishment of GM/NWO-I. No employee can put service without break nor the management could ask to do so. 

Working on Sundays did show noticeable increase in restoration of LL and BB services but field staff faces dearth of store that hinders fault restoration. Moreover, there is no effort on the part of management to communicate with high ups of the state administration to prevent cable cuts by multiple agencies besides the need for licence/permission to lay cables. 

It also pointed to undue delay in payment of GPF advance/or on superannuation, leave encashment, and the hassle being faced for wrong pay fixation resulting in deduction from leave encashment. This is despite no fault on the part of the employee. Forum expressed concern on whether  seemingly serviceable stores lying idle for many years in office compound are getting auctioned under price in Samudra Manthan. In matter of HR, Forum cited the recent order of DOPT based on Apex court judgement that envisages for waiver of excess payment due to fixation where neither the employer or employee is at fault and where the same had got drawn for several years.Many such cases qualifies for waiver in accordance to the clause envisaged in the order. There is widespread grievances in payment of medical bills and that the same require immediate attention for early disposal. Bills of several months are pending for payment.

CGM briefed on the status of services under various verticals and that there has been marginal improvements in many areas. However, he is concerned with the alarming decline of BB connections. He confessed on lack of stable infrastructure since many years but was glad to declare that 1000 BTSs have been allotted to CTD. About 300 kms of OFC is to arrive with over 100 MADM and about 700 nos of ADM-I. This will definitely go a long way to stabilize the network. The situation has worsened due to numerous cables cuts by multiple agencies involved in project work. A re planning is required to take care of the situation. There is steady growth in mobile connections. This could be achieved, partially due to installing minilinks in peripheral areas where bandwidth would not pose much problem.

In matter of GPF and leave encashment, as suggested by Forum, it will be seen if the same can be paid on the day of retirement. Forum had cited that such practice is already prevalent in many circles. As suggested,by Forum, circulars will be made to alert the section concerned for processing the bills including medical in time bound manner. 

GM/HR and Admin informed to have circulated letters for timely submission of service book for retirees. But unfortunately, on every occasion the o/o of GM/HR has to pursue the cases at the final stage. GM/Finance replied that the items under Samundra Manthan undergoes electronic bidding following circulation for requirement of the same in other section/office/circle. It is a three stage process and that the likelihood of underpricing is remote. Yet, he will see to the issue raised in the meeting.

Forum suggested GM/HR to call meetings with custodian of service books every three months for those retiring six months later. This proactive role will definitely mitigate the problem of undue delay in processing the cases related retirement benefits. Besides, some mechanism needs to be involved to know the status of the bills/files, particularly those related to medical for expeditious disposal.

Due to time constraint, CGM would provide a date soon to discuss the service related issues that remained incomplete.

Com Dilip Saha CS and Com Sankar Sanyal Jt Secy (E) met S Kujur GM/Finance to discuss on some constraints being faced by field units while implementing ERP. It is learnt, capital expenditure already incurred, wherein approval were taken earlier are not finding compatibility while posting in ERP. GM said to be aware of the issue and that many such cases have been resolved in some areas. He assured to look into the cases cited by the association.

Association pointed to scarcity of JAOs/AOs in Area Plg, BKP etc where large number of bills are getting compiled for uploading in ERP for payment. In some areas, the situation has reached critical stage and unless accounts personnel are posted immediately or pulled up for compilation, the work would come to a grinding halt. It is reportedly learnt, the pending bills belong to either vendors responsible for maintenance kind of services or rented vehicles/fuel besides others. GM took a note of the issue to esquire on the matter.

A few cases of leave encashment are pending since long was brought to his notice. Executives who had retire for more than six months are yet to get their leave encashment. Association called for immediate intervention. GM assured to see to the cases and asked for details.

CSs/Office Bearers of  unions/associations representing Forum of unions and association met together at Telephone Bhavan to review the situation after first round of interactive sessions held in various areas since Nov 2015. After elaborate discussion and evaluation, Forum is of the view to start with monitoring of technical parameters/statistics in terms of new connections and surrenders in each area and form Area level Forum to ensure no hurdles comes from within the staff and officers. Forum felt CGM ought to have been present in one or other meetings to carry forward the serious intent of the organisation to provide sustainable service and development. 

Forum would soon take up a meeting with CGM, probably within second week of March 2016 to review the position with respect to improvement in services and in terms of role of administration during the period.

 Finally, Forum would continue appealing to all non executives and executives and others to deliver their best in improvement of services under various verticals. Many constituents of Forum continued speaking on scarcity of stores in many areas inspite of commitment made by management.

In view of large scale retirement and pending transfer orders of executives who had joined last two years back, it has become necessary to deploy extra executives and reorient a part of the divisions to deliver better service. The matter warrants attention of HQ too to ensure posting of executives.. Association further pointed to some posts that lost its relevance in today’s scenario and how the situation calls for effective deployment of staff to reduce burden on those who are working with multiple additional charges and simultaneously  ensure , at least  for, near uniformity  in terms of workload.  Case on severe medical ground may be dealt sympathetically. GM acknowledged for reviewing the issue shortly and coming out with some judicious solution

The critical situation arising out of non updation of bills in ERP by Accounts has led non payment to vendors. Even though, it is reportedly learnt that additional password has been provided to AO/BKP, yet there is no updation of bills from vendors for payment. There is a growing compilation of pending bills awaiting payment and if the remains unresolved, it will lead catastrophic situation leading in works coming to grinding halt. GM informed to be aware of the issue and assured to take necessary action in a short time to end such unwarranted stalemate.

The engine alternators and split ACs often remains out of order resulting in shut down of exchanges /DSLAMs. SDEs/DEs of respective exchanges , inspite of making official communications to officers concerned of Electrical wing, there is practically no response to restore the faulty machines. Executives of Area, working in fields face trying times to get over the situation. Association demanded for immediate intervention at the level of CE for necessary action. GM accepted to be aware of the issue and assured to take up the issue with CE/Electrical. However, he felt that under exigency, executives should take necessary action with the approval of the competent authority to restore the faults. He is of the opinion that sometimes some minor faults could get repaired by expending  a small amount of money, particularly when there is risk of exchange getting shut down. Association  agreed to  and informed that such steps are taken by executives for ACs but it is not feasible to repair engine alternator. The same is with Civil Wing. DGM asked for letter addressed to both the wings to take up the issue alongwith GM.

It is reported that customers of Halisahar, etc are unable to pay their outstanding amount for not getting their bills in time. On the contrary, it is reported that for non payment , the lines are getting disconnected.  Since the case is of serious nature and pertain to TR Wing, GM assured to look into the matter.

Homage to the great leader Late Com W. Seshagiri Rao:

CWC paid rich tributes to the veteran leader Com W. Seshagiri Rao who led the Association as CHQ President and General Secretary upto 2006. By his sad demise, the trade union movement lost a great stalwart, great visionary, the most dedicated, committed and selfless leader. His contribution in 1640 pay scale struggle, 1990 joint struggle for lateral advancement, interaction with V CPC for gazetted status to JTO cadre and upgradation of pay scales of JTOs to Rs 6500-10500, strong opposition against Corporatization, organizational and legal action against absorption in BSNL for an adhoc payment of Rs 2000 without declaring the terms and conditions for absorption, finalization of pay scales, promotion policy and fitment formula for absorption in BSNL, absorption of JTO cadre as an Executive in BSNL, framing of EPP, abolition of qualifying exam, thousands and thousands of promotion from JTO to SDE etc are some of the milestones.  

His another dream was the unity among the Executives. Formation of SNEA in 2003 at Kanyakumari conference merging TEOA and BSNLEA was a step in that direction. In that AIC, he simply handed over the mantle to Com G. L. Jogi, another great leader. He brought up this organization and he will live in the hearts of thousands and thousands of the Executives forever and ever, CWC observed.

Paying rich tributes to Com W. Seshgiri Rao, CWC decided to work for his dream – Upliftment of the cadres and Unity among the Executives.

In the memory of Late Com W. Seshagiri Rao, CWC unanimously resolved to rename our SNEA Bhavan at New Delhi as Seshagiri Rao Bhavan.

The event started with hoisting of flag on 08/02/2016 amid chanting of slogans followed with lighting of lamps signifying inauguration of the grand session. The house expressed profound grief and paid deep homage to late Com Sesagiri Rao on his untimely demise orphaning the association to irreparable depth. A statesman, a visionary and a silent warrior who stood through thick and thin by the association and whose unstinting labour saw the associations achieve heights unprecedented. We cannot forget but reminisce the days when he applied his visionary acumen to confer GrB status on the cadre of JTOs and it helped to clinch the executives payscales in the aftermath of formation of BSNL. The scale upgradation to Rs 6500/ in 1996 CPC to the cadre of JTO was pursued with strong zeal in his unique and silent style of working, laying the foundation of the cadre for the years to come. Amongst myriad achievements, the legal and organisational battle to spell out terms and conditions before absorption in BSNL remain a hall mark to this day. We would have been in dire strait had not the payscales, fixation modality and career progression got spelt out in time, shrugging aside the temptation of adhoc payment. The august gathering saluted the great leader and resolves to carry the glowing spirit from the eternal flame he left behind for us.

Speakers narrated anecdotes sharing moments of close association with this great personality and events that left indelible marks in their life.

The house then sat seriously deliberating on critical issues that required resolves in no uncertain terms.

We would have been in dire strait had not the payscales, fixation modality and career progression got spelt out in time, shrugging aside the temptation of adhoc payment. The august gathering saluted the great leader and resolves to carry the glowing spirit from the eternal flame he left behind for us.

Speakers narrated anecdotes sharing moments of close association with this great personality and events that left indelible marks in their life.

The house then sat seriously deliberating on critical issues that required resolves in no uncertain terms.

Calcutta Telephones Circle deliberated on issues critical in accordance to the decision adopted in CEC meet.

The following are the decisions adopted in CWC meet for further course of action. 

The comrades of SNEA/CTC did a commendable job in organising the CWC meet in a befitting manner. A special mention to the members of the sub committee, volunteers, activists and those of NE Zone who developed a laudable coordination and laboured hard to see the event meet success. We are further glad to inform the North East Zone had borne substantial responsibility to gift mementos to the participants and others as a token of love and remembrance for the grand event.

CWC meeting at Kolkata on 08th, 09th February, 2016.

Kolkata CWC unanimously resolved to launch effective programmes of Trade Union actions from April, 2016 onwards if the management is not taking immediate steps to address and resolve the following crucial HR issues by that time.  Programmes of Trade Union actions will be notified shortly:

1.Implementation of Joint Committee recommendations on:

  1. a) Standard pay scales of E2, E3 replacing E1A and E2A,

  2. b) Time Bound Functional promotion or CPSU cadre hierarchy,

  3. c) Uniform TBP between 4 to 5 years instead of 4 to 6 years w.e.f 01.10.2000.

2.Officiating pay fixation, pay protection – withdrawal of wrong clarifications issued on 30.05.2007 and 19.02.2010.

3.30% Superannuation benefit to BSNL recruited Employees.

4.Promotions in different wings from JTO to SDE, JAO to AO, SDE to DE/EE, AAO to CAO and DE to DGM.

  1. Membership verification among Executives Associations by addressing the issues raised and restoration of trade union facilities, deduction of subscription from Salary till membership verification is conducted.

  2. Time Bound Promotion after 4 years from Lateral JTO and Sr SDE grade as given in the case of AAO and Sr AO grades.

  3. Notional pay of E1A and E2A for Civil/Elect wings w.e.f 01.10.2000

Com Dilip Saha CS, Com Nirmal Sarkar, Circle President and Com Sankar Sanyal Jt Secretary/East met Shri S.K. Samanta GM/HR & Admin on 04/02/16 in his chamber.

Association pointed to anomaly in vacancy under departmental quota for the cadre of JTO. More than 350 TTAs are eligible to take the exam i.e LICE as notified by Corporate Office. More than 490 direct  recruitment had taken place since 2001. Prima facie, an equal number of vacancy should get assigned for departmental recruitee too, since then. However, it is learnt that only 354 vacancies have been set aside for LICE.

GM/HR said to be aware of the matter and that the officers of the section are working on it to remove  anomaly, if any. However, association demanded for immediate settlement of vacancy followed with notification for the said exam.

Associated drew attention for holding of DPC in the cadre of PS. Last time, due to a change in interpretation for calculation of vacancy, a few seniors got left out. Association requested to initiate the process of DPC without further delay. GM informed to have conveyed the section concerned to initiate the process.

Rule 8 case- About 12  numbers of JTOs are awaiting Rule-8 transfers inspite of completing five years of service. It was made to understand that due to absence of substitutes the administration is unable to consider the cases. CS drew attention on JTO offtg who are soon to join on regular basis. This will be followed with regular JTOs joining through LICE. Keeping both the induction in consideration, Rule 8 cases be considered for release without further delay.                  

 GM agreed to the proposal but reminded that no man power change is to occur on such promotion. Association reiterated that rules envisage for transfers in same cadre. The aspect of overall deficiency should get considered by the administration for further recruitment-be it in the cadre of TTAs or JTOs etc.

Association once again requested to forward the cases of some executives who requested for change of modification in their transfer order, mostly to their home circles. This beside, the executives who are to complete two years of service have applied for transfer.

With untold grief we mourn the sad, sudden and untimely demise of our veteran leader Com W. Seshagiri Rao due to cardiac arrest at around 01.00 am.

The hero of many historic battles to win the pride and prestige of the Executive community, his stellar role in building up the SNEA will remain with us forever. The likes of him have seldom walked the earth. Com W Seshagiri Rao cannot die, but will live on and on. We pray to the almighty to receive him into the ranks of the best and the blessed. Our deepest condolence to his respected wife, children, grand children and family members. May God sustain them to overcome the irreparable grief and loss.

A brief  CEC meeting alongwith members of the sub committees and Zonal Presidents was held on 29/01/16 at Telephone Bhavan to discuss and deliberate on issues raised by CHQ for conclusive decision at CWC/Kolkata. Besides, assessment on preparation for hosting the CWC meet was discussed extensively.

The critical issues discussed elaborately are

1) increase revenue and accelerate the growth to make BSNL profitable. 

2) Promotion deadlock

3) pay fixation and pay protection on officiating promotion

4) restoration of Trade Union facility

5) quota and diary updates

The house unflinchingly committed towards increase in revenue and growth of BSNL and felt the call of 'SWAS' given by BSNL should be implemented at its best. However, mere adhering to SWAS isnot enough unless adequate priority is given to expand and stabilise the network which definitely ensures the retention of customers.

The promotion deadlock is severely affecting the cadres through its rank and file and further delay would have a telling effect on the morale of thousands of executives. Immediate thrust is warranted to implement the CPSU Hierarchy.

Outright refusal to grant pay protection on officiating based on irrational observation is absolutely unacceptable.         Thousands of executives had performed duties taking higher responsibilities and in higher payscales. There remains no room for further arguments on not to grant pay protection. The initial clarification had removed the ambiguity but then the clarification issued in 2009 ran contradictory , depriving thousands of executives of their due right. 

Since membership verification could not come to a conclusive stage, the once again demanded to restore all the TU rights and facilities with immediate effect.

In matter of JTO offtg, the house is not at all convinced with such inordinate delay in court of law and wants to strongly convey that utmost priority , preferably with personal bestowal of attention of GS is called for.

In matter of preparation for ensuing CWC on 08/01/16 and 09/02/16 at Rabindratirtha, New Town, Kolkata, the sub comittees briefed on the latest position, CS conveyed that no stone should be left unturned to make the event a success. 

In little alteration and addition in sub committees, Com Samir Ganguly(9432001275) has been included in Accomodation Committee , Com Shyamal Chowdhury (9433400463) in Food Committee & Com Amar Ray(8902000238) in transport commitee.

Forum meeting held on 28/01/16 at CTO Hall comprising HQ and LD wings. All the constituents of Forum were present. Though the establishment of GM HR & Admin is not directly related to services like BB and LL yet taking into consideration overall overhauling of CTD and update on the plight of CTD the constituent representatives of Forum addressed the house. It dwelt at large on revenue earned by BSNL and how the performance of CTD is having a telling effect on overall growth. CS spoke of contemplating of human workforce which has reduced to critical level and felt mere realisation is not enough but actual action is required. GM HR & Admin expressed regret on poor attendance at the finishing hours and spoke on the lack of commitment amongst staff to think of better services. He also felt that since there is virtually no scope to induct new staff, we need to form a trained asset of the staff existing instead of taking it as liability. SNEA/CTC was represented by Com Dilip Saha CS, Com Tapan Chakraborty VP and Com Soumen Ghosh ACS.

Forum meeting held on 21/01/16 at Birendra Krishna Bhadra Hall, Bagbazaar. SNEA/CTC was represented by Com Dilip Saha CS and Com Soumen Ghosh ACS. Convenor briefed the house on the need of such meeting and updated on the service conditions under various verticals in CTD. CS emphasized on delivering better service knowing well there are several limitations. He drew the attention of GM concerned to evaluate the staff and executives deployment and bring redressal to those who are utterly pressured while others are having better days. CS informed that such meetings are only a beginning of a continuous process.

Com Sankar Sanyal, Jt Secretary(E) and Com Soumen Ghosh ACS attended the general body meeting of North Suburban Zone on 16/01/16. Members expressed severe grievances on scarcity of staff and non uniform distribution among various divisions. The authority is least bothered about outrageous refusal by some to take additional charges when some are already overburdened. Moreover, the present management seems to be pushing blindly for road shows, marketing even on holidays without considering the constraints faced by the executives, particularly matter related to disposal of accounts wing. The zone felt that inordinate delay is being made to release one JTO and shuffle a few at strategic posts, given the retirements and transfers from HQ taking place. Com Jt Secy(E) deliberated on issues related to CHQ viz E2 & E3 pay scales, CPSU cadre hierarchy, LICE exam for the cadre of JTO, 3rd PRC etc. He also appealed to the house to commit ourselves to render better service to the customers so that CTD can earn revenue tiding over the consecutive losses.  Com Soumen Ghosh assured to take up the matter of staff and unjustified pressure with the appropriate authority. Association would ensure to hold a meeting with the administration at the earliest. However, due to ensuing CWC meet at Kolkata, the association is hecticly busy and appealed to all to contribute in their respective ways to make it a success.

Com Dilip Saha CS attended the CEC meet of WBTC on 09/01/16 at CTO TI Hall and addressed the house in brief. Thanked the house for inviting him on the occasion of CEC meet and dwelt at large on teething problems on implementation of ERP. CS pointed to large scale retirements and how the same is over burdening the executives with multiple charges. The situation calls for rationalization of human resource, evolving of justified norms for staff and commitment towards the objectives for rendering better services. He also shared that mere cosmetic increase of customers is not the ultimate process to retain, rather, the situation warrants for simultaneous development of infrastructure that forms the stability of any network. CS wished the CEC all success.

Circle Office bearers, CWC members along with Zonal Secretaries and Zonal Presidents held a meeting on 08/01/2016 at Telephone Bhavan to discuss on organising and planning to host CWC Meet on 08/02/16 & 09/02/16 at Rabindratirtha, New Town, Kolkata. Some activists of various zones also participated in the meeting. The meeting constituted four subcommittees for efficient functioning and better coordination.  The committees are as under-

Circle body may make minor alteration or inclusion for better functioning and representation in the subcommittees. Reception Committee may immediately go for  posters and making of banners for main gate, backside of dais, for Railway stations and airport within next 5 days. It is also responsible for stage decoration and other works discussed in the meeting.

Transport committee may plan to deploy our representatives soon after getting the arrival schedule of the CWC members and invitees. The may be requisitioned after consulting with CS at minimum required to transport the CWC members fro Railway station and airport to the venue. Since the distance from station to venue is a long one, prepaid taxis may be availed intermittently, whenever necessary. The members of the transport committee should retain number of copies of the venue address and landmark to handover to the CWC members whenever such circumstances arises. Transport Committee in coordination with Accomodation committee, should explore convinience for departure to the Railway station or airport to the extent feasible. 

Accomodation committee after getting the schedule of arrival may earmark the rooms of various circles and invitees and accordingly ensure to be present at the venue to convinience such activity. early arrivals and late departures from the time/stay notified in the notice, if any may be accomodated in IQs or by providing extra minimum booking at the same venue.

Food Committee may ensure entire fooding from dinner of 7th Feb 2016 to breakfast of 10th Feb 2016 as per the list submitted to caterer. also ensure for drinking water through out the session. rest as was discussed in the meeting.

The points enumerated under each sub committee are only on broad terms and other issues may be accomplished as is required. The convenor of all the subcommittees are to keep a close coordination with Reception Committee and CS,. 

On organisational matter the house expressed severe resentment over non finalization of fixation of pay under FR1(a)1 in respect of JTOs officiating. The dates in court are getting extended one after another without any result. Even though the association hasn't taken any money for filing the case from any candidate, yet the unfortunate episode of inordinate delay in disposing of the litigation is not desireable. Association filed the case for parity of pay fixation with other similarly placed JTOs offtg and also ensures to deal the matter on a broarder base to extend benefit to those too who are now JTO regular but was officiating in the past. Since the case is subjudice, the house decided to convey CHQ to intervene immediately for final disposal.

In matter of transfer policy on longest stayee, the house decided to oppose integrating stay at same station but under two different recruiting circles.. The staffing norms need to be reviewed and multiple additional charges without any extra remuneration may be stopped. The called for immediate implementation of CPSE Hierarchy, EPF enhancement and including revised pay scales for JTO/JAO and SDE/AO and revision of pension for BSNL absorbees as terms of reference in the ensuing 3rd PRC.

Forum of CTD held its 5th meeting on 04/01/2016 at Shyamnagar. It was attended by executives and non-executives of Area BKP. Representatives of constituents making the Forum spoke on the need to improve services and suggested various means and ways to meet the objective of making Calcutta Telephones turn around. 

Some of the issues that came to notice in the process of discussion are- in general the condition of battery and E/A in various remote exchanges remains critical. A total overhauling/replacement of the same requires immediate attention. Even in main exchanges the standby E/A remains faulty inspite of several reminders to Electrical Wing. Soon the power goes off, many exchanges shut down since the back up for battery is absent or non functional. There is no healthy fibre network between Barasat-BKP. When the condition between Panihati-CSP worsens, the subsequent links of BRS-BKP goes down. There is abosulute need for GPON maintenance. 

Due to unavailability of battery backup and faulty power modules( requires AMC) exchanges, namely Barasat, Natagarh, Nonachandanpukur, H B Town etc stays vulnerable. Nonachandanpukur exch has more than 750 BB customers but unfortunately during power cuts the entire section of customers are deprived of services. 

It also pointed to absence of BTS at Halisahar Exch and Manirampur. The house pointed to slow decision making practice and that files remain untracked even for years. Executives, pointed to delay in accounts for payment for holding road fare and how several reminders to Electrical wing goes into vain. 

Comrade Dilip Saha CS, Com Misson Dey Z/S, Com Achin Basu, Z/President, Com Tapan sarkar and Com Anup Lahiri attended the meet. CS appreciated the suggestions to extend services of BB and GPON in Housing Complexes and laying of cables in non feasible areas but reminded on the responsibility of retaining the existing lines. A holistic approach is needed with strengthening of infrastructure. Since, it would take time, it become incumbent on all to work within existing resources. CS also pointed to delay in obtaining financial concurrences and in this matter GM must take proactive steps to cut on delays. Inordinate delay in  payment to vendors due to work getting held up while implementing through ERP is adding to our woes.

GM spoke of committment towards work and punctuality. The field staff are quite expert and each of them could well become promoter of BSNL services and product. He spoke to have plans before hand to repair the faulty cables instead of working in piecemeal basis.

CS had a discussion with GM/HR on proper deployment of executives who joined CTD recently. As large number of executives are retiring every month and there are others who stand released to tenure station, it is practically becoming tough to manage the show in various units, particularly in field units, including CMTS, TX etc. In view of above, the situation warrants for judicious deployment of the new incumbents.

It also requested to initiate the process of DPC for the cadre of PS  against vacancies eligible till March 2016.

Forum held its interactive session on 31/12/2015 at Subar Banik Samaj Hall for Area Central on improvement of services in CTD. The house once again pointed to scarcity of stores, inability to provide telephone set, poor condition of cables, scarcity of staff, lack of punctuality and accountability etc. Representatives of various constituents addressed the house on existing sorry state of affairs and tried to prevail upon everybody to do its best inspite of limitations that dogs the organisation.

Com Dilip Saha CS and Com Vhikshyapati represented SNEA(I). CS dwelt at large on maladies that affect the services and felt most perhaps knows the remedy too. The present situation warrants for self drive and better coordination in each every team. The causes that require attention of higher authority may be channeled through Forum.

Shri K C Ghosh, GM/NWO-II  replied to the queries made by the house and advised on various issues to tackle the sordid plight. DGM/NWO/Central also attended the meet.
