CWC meeting at Bhubaneswar on 15-16 December, 2017:

A very successful CWC meeting was held at Bhubaneswar. Odisha comrades made excellent arrangements for the CWC meeting. Shri A M Gupta, GM(SR), BSNLCO and Com Laxman Bhanot, All India President, AIGETOA addressed the CWC. Details will be updated in a couple of days.

 

EPF full pension option:

The CWC meeting held at Bhubaneswar on 15-16 December, 2017 unanimously decided for legal action by the Assn to get the full pension option for all the BSNL Executives, covered by EPF. The case will be filed centrally at Delhi for getting the benefit for all, across BSNL. The case will be filed by the Assn for the affected Executives. A separate legal fund will be collected for this purpose from the affected parties (Rs 500 per head) exclusively for this purpose. The list of the affected Executives interested in full pension option is to be prepared immediately by all the units.

 

Withdrawal of additional increment on post based promotion under EPP by DoT:

The CWC meeting held at Bhubaneswar on 15-16 December, 2017 unanimously decided to challenge the DoT order withdrawing the additional increment. The case will be filed centrally at PCAT, New Delhi for the affected Executives for getting the benefit for all, across BSNL. A separate legal fund will be collected for this purpose from the affected parties (Rs 500 per head) exclusively for this purpose. The list of the affected Executives got the benefit of additional increment and affected by the DoT order is to be prepared immediately by all the units.

 

Attention of all CSs, SSA/Division/Branch Secretaries,

The subscription deduction through salary during October, 2017 is about 21,850. All the non members and new Executives should be approached during the month to enroll them as members and submit the form for salary deduction before 10th of every month.

Change from one Assn to another Assn can be made from 15th December to 15th January, once in 6 months. All SSA/ Division/ Branch Secretaries to take special efforts in this regard and enhance the membership. The target is to cross 23,000 mark in January, 2017.

TWO DAYS STRIKE ON--

12th & 13th of DECEMBER, 2017

Make door to door campaign for the success of the strike with 100% participation. 

As per the decision of All Unions & Associations of BSNL (AUAB), belonging to CTD and WB, the strike on 12/12/2017 & 13/12/2017, in protest against denial of benefits of 3rd PRC and formation of Tower Subsidiary Company shall be observed by assembling at the gates, outside of respective offices from 10 am. All office bearers, activists and others must be at the gates as an exemplary show of solidarity and support and also to meet emergent situations, if so arises. Cutting across all ideological affiliation, AUAB calls upon all to be a part of this historic struggle in defeating the evil plan of denial and deprivation by the authority. Its time to claim our legitimate demands. If not now, perhaps, it will happen never. There is no room for complacency but to act and achieve.

A massive congregation of employees of Calcutta Telephones Circle  and West Bengal Telecom Circle assembled at Raja Subodh Mullick Square at 14-00 hrs to Rally through the hub of Central Kolkata and terminate at Y-Channel, Esplanade in protest against denial of 3rd PRC benefits and formation of Subsidiary Tower Company.  It was an endless queue of executives and non executives that wound its way through S N Banerjee Road amidst ranting of slogans, condemning the policies adopted by the government to kill BSNL and bringing the part of the city to a grinding halt. This was a crowd full of enthusiasm and committed to the cause and fight till the last. Its a foreshadow of the mobilization geared for the strike on 12th & 13th Dec 2017. All the leaders of the constituents, forming All unions and Association of BSNL/CTD & WB addressed the gathering, appealing for complete participation in the ensuing strike cutting across ideological affiliation. Com Dilip Saha CS/SNEA/CTC addressed the assembly.

All unions and Associations of BSNL/CTD & WB held its meeting on 07/12/2017 at Telephone Bhavan to discuss on the preparatory measures to be taken for the Rally on 08/12/2017 and  Strike on 12 & 13/12/2017. The decisions taken are hereunder---Rally on 8th of December 2017 to commence from Subodh Mullick Square at 1-30 pm and terminate at Esplanade Y-Channel. On 11th of Dec 2017- GB meeting at 11-30 am at Satyabala Telephone Exchange Building.  GB Meeting at 14-30 hrs at Telephone Bhavan, Meeting with CGM/CTD & CGM/WBTC at 14-00 hrs. Press Meet at 16-00 hrs at Union Office/CTO.            On 12 & 13th of Dec 2017--Stay Out Strike in protest against denial of 3rd PRC and formation of subsidiary Tower Company. Make sure that all members attend the scheduled Rally on 8th of Dec 2017.

A general meeting was held on 27/11/2017 at 14-00 hrs at Telephone Kendra/TBZ  under the banner of All Unions and Association of BSNL/Calcutta Telephones to mobilise the executives and non executives for the ensuing strike in protest against denial of 3rd PRC and formation of tower subsidiary company.  Hundreds of employees joined the programme. Com Soumen Ghosh ACS represented the Presidium and Com Subhra Nath Das Zonal Secretary/ Central City Zone addressed the gathering on behalf of SNEA/CTC.                          Next general meeting under the banner of ALL Unions and Associations of BSNL/Calcutta Telephones will be held on 29/11/2017 at 12-00 hrs at Kalight Telephone Exchange.

State level meeting of All Unions and Associations of BSNL /WB held on 25th Nov,2017 at Telephone Bhawan/Kolkata. At the outset, Com. Animesh Mitra,CS BSNLEU / WB and Convenor greeted all the constituent partners for their immense support to make the convention on 22nd Nov,2017 and Human Chain programme on 23rd Nov,2017 a grand success . The meeting heartily welcomed the leaders of TEU/BSNL in the platform of All Unions and Associations of BSNL /WB.  It is also to be noted that now the number of the constituent unions of All Unions and Associations of BSNL/WB has increased from 10 to 11 nos. After consultation with the leaders of NFTE, SNEA, AIBSNLEA, AIBSNLOA, SNATTA, SEWA, AIGETOA, TEU, FNTO, BSNLMS and BSNLEU, the following decisions have been taken to make the two days strike on 12/12/2017 and 13/12/2017 a grand success in WB.

  1. Efforts will be taken to organise Area/SSA wise campaign Programme under the banner of All Unions and Associations of BSNL .

  2. Posters will be published under the banner of All Unions and Associations of BSNL .

  3. A rally will be organised on 8th of Dec,2017 at 14.00 hrs from the crossing of Bentinct Street and Ganesh Chandra Avenue.

  4. Common banners, posters and flexes will be published in the name of All Unions and associations of BSNL .

  5. A leaflet will be published as awareness programme, among the participants and others for effective campaign for the ensuing strike.

  6. Unions and Associations will continue to include all other unions and associations who are yet to join in the strike programme.

  7. Next meeting of All Unions and Associations of BSNL will be held on 7th Dec, 2017 at 3 PM.

  8. A Press meet will be held on 11th Dec,2017.

Human Chain organised by All Unions and Associations of BSNL/WBTC & CTD around Telephone Bhavan and CTO building on 23/11/2017 at 14-00 hrs.  All participants stood hand in hand chanting slogans in protest against denial of 3rd PRC alongwith pending issues of 2nd PRC and formation of subsidiary tower company. A huge crowd consisting of executives and non executives thronged the venue.

All unions and associations of BSNL/WB/CTD chapter held its notified Convention on 22/11/2017 at TI Hall/CTO Building. CHQ office bearers and Circle representatives of unions and associations unanimously condemned the govt's policies  for formation of subsidiary tower company out of BSNL and denying the benefits of 3rd PRC to BSNL alongwith substantial number of CPSEs attributing it to profitability clause. While the govt officers  on deputation are drawing full benefits as notified by 7th CPC from the exchequer of BSNL, the executives and employees are left bleeding without justice. Its an utter discrimination amongst government entities with scant regard to tenets of equality. The intent to include profitability clause is a masked attempt to deny benefits to large number of CPSEs. Its an irony of fate to see govt constituting committees for pay revisions and framing restricting clauses on one hand while washing off the responsibility to bear additional financial burden on the other side. If CPSEs are to meet their respective resources then what congruence it has to deny on the ground of profitability?  Moreover, the concealed attempt by the government to carve out subsidiary tower company from BSNL is surely going to spell doom to BSNL. Taking away the tower company would mean, losing out a substantial portion of revenue and with imminent danger of disinvestment or strategic sale in not so long run. The employees of BSNL is competent to run the company efficiently provided there is no interference from outside. The board should function independent of inervention while framing policies or executing the same. 

Convenor of the house gave a clarion call  to participate in Human Chain formation around Telephone Bhavan and CTO Building tomorrow i.e on 23/11/2017 at 01-30 pm.

Com Dilip Saha CS and Com Soumen Ghosh ACS met GM/HR & Admin to once again remind him on left out Rule 8 cases, promotion from Steno to PA and case of Siben Mazumder. GM informed to have conveyed the concerned sections to put up the files. But given some urgent surge of works that need completion under stipulation, processing of files related to the aforesaid cases got delayed. In matter of Siben Mazumder, the officers VC is awaited. Association requested to complete these long pending cases without further delay.

All unions and Associations meeting of CTD and WBTC was jointly held today at Telephone Bhavan to discuss on best and effective ways in organizing the Convention on 22/11/2017 and Human Chain on 23/11/2017 in Kolkata and West Bengal in protest against denial of 3rd PRC pay benefits and Goverment's decision to form tower subsidiary, carving out of BSNL. 

It has been unanimously decided-- 

1) All members of unions and Associations are to attend the Convention to be held on 22/11/2017 by 3 pm at CTO Hall 

2) Human Chains shall be made on 23/11/2017 at 01-30 pm around Telephone Bhavan, CTO Building and SSAs/HQ of WBTC. Members belonging to Calcutta Telephones are to form Human Chain around Telephone Bhavan. Those of WBTC, belonging to Kolkata and members of Telecom Factory of Ranigunje Coal House shall form chain around CTO Building. Members of Alipore and Gopalpur Telecom Factory are to form Human Chain around factory premises. 

3) Circle Secretaries of All Unions and Associations shall further meet on 25/11/2017 at 3 pm at Telephone Bhavan to decide upon undertaking meetings in all Areas/SSAs in a bid to mobilize the members for the All India Strike called by all Unions and Associations of BSNL, to be held on 12/12/17 & 13/12/17. It has also been further decided to hold a  Rally, tentatively on 08/12/2017. The same shall be confirmed, alongwith the route to be followed, in the meeting to be held on 25/11/2017. 

4) All efforts will be made by way of inviting media for coverage of the events.

5) Expenditure incurred for the purpose shall be borne by respective Unons and Associations, proportionately. 

6) Convenor has been given the charge to speak to CS/Dy GS of TEU to ensure their participation for a Grand Alliance.                                     

The meeting was attended by SNEA, BSNLEU, AIBSNLEA, NFTE, AIBSNLOA. AIGETOA could not attend the meet due to some unavoidable official occupation. Com Dilip Saha CS/SNEA/CTC presided over the meeting. SNEA/CTC was further represented by Com Sankar Sanyal Jt Secretary(E) and Com Soumen Ghosh, ACS

FIRST ALL INDIA PUBLIC SECTOR AND CENTRAL GOVERNMENT OFFICERS' CONFEDERATION(AIPCOC)/EASTERN CHAPTER HELD ON 09/11/2017 AT INSTITUTION OF ENGINEERS/KOLKATA

First AIPCOC of Eastern Chapter held on 9th 0f Nov 2017, at Institution of Engineers, 8, Gokhale Road, Kolkata-700020 was a splendid occasion where dignitaries and representatives in hundreds, from various CPSEs and Banking Sectors congregated to exchange views and chart out policies to combat government decision to wind up public and banking sectors on untenable grounds. The notion that public and banking sectors have lost relevance in today's competitive market and that the loss making concerns require no further decision but to get disinvested forthwith is gaining strong momentum within government. Government changes but governance continue adhering to same policies  What gets never revealed is the handicap of public and banking sectors to take independent decisions i.e void of political interference. On one hand, public sector are getting disinvested and mutated and on the other hand, weak public sector banks are getting merged with stronger ones for consolidation. Public sector units are temples of modern India and going by statistics, it pays hundreds of crores of rupees in terms of corporate tax, license fee, dividend etc. besides meeting social obligation, national security contributing immensely at times of natural calamities.. There is need to save public sectors in the interest of the nation.

SNEA/Calcutta Telephones Circle, SNEA/WBTC, Officers Association of GRSE and All India Banking Officers' Association met at Kolkata to organise the meeting of National Conferadation of Officers' Association and All India Public Sector Banks and Central Government Officers' Association (AIPCOC) scheduled to be held on 9th of Nov 2017 at 3 pm at Institute of Engineers, 8, Gokhale Road, Kolkata-20. Dr D Franco,GS AIPCOC ,  V. K Tomar,  President, Baby Thomas Secretary General, NCOA and Com K Sebastin GS SNEA have confirmed their participation to deliberate on threats to PSUs and challenges  to save it. The event will also deliberate on profitability clause as notified for implementation of 3rd PRC and how the same is depriving most of the PSUs from its benefit. This apart, banking sector will deliberate on how policies being adopted are working to the detriment of banks and increase in NPA. Since its inception in Chennai in August 17, the Kolkata Chapter is scheduled to be third such meet in spreading awareness on CPSUs and Banking Sector. SNEA/CTC is tasked with organizing the event in coordination with SNEA/WBTC, GRSE and AIBOC.

Com Dilip Saha and Com Nirmal Sarkar met GM/HR & Admin to discuss on the status of left out Rule 8 transfer cases, confirmation in respect of Siben Mazumder and promotion for Steno grade II & III to the cadre of PA. GM informed to have sent the files with some queries. Soon, it arrives, he will recommend the same for approval to CGM. He requested for some time before its final disposal. Association expressed its resentment on inordinate delay in extending confirmation to Siben Mazumder. The executive is not at fault for missing records/confirmation in time. So, the case qualifies for utmost priority for final settlement.

SREERAMPUR ZONE held its AGB on 22/09/2017 at UTP Telephone Exchange Building with much pomp and fanfare. As the legacy of the zone goes, it always showed its solidarity and participation in such solemn event but observed with festive spirit. It was encouraging to watch the young and new members thronging the assembly with keen interest on the activities that transpired in august house. Following the adoption of Zonal Secretary and Treasurer's report, the house unanimously elected  the new office bearers for the next term. The zone also felicitated the members who retired during the intervening period and who forms a source of inspiration for the new generation to take up activity for the cause of others. Com Prasanta Kumar Ghosh Org Secretary/Circle in his ever familiar style and sense of responsibility conducted the event to its conclusion. Com Soumen Ghosh ACS, Com Nirmal Sarkar, President. Com Sankar Sanyal Jt Secretary (E), Com Dilip Saha CS, Com Subhra Nath Das Zonal Secretary Central City Zone and Com Pulak Dasgupta Zonal Secretary North Suburban Zone addressed the house on various developments, both at circle and central level. Com Bidyut Ghosh, Treasurer and Com Tapan Chakraborty Vice President graced the occasion.

Com Bidhan Mullick, Com Kousik Bhowmick and Com Samir Chakraborty are   elected as President, Zonal Secretary and Treasurer respectively for the next term. About half of the office bearers are being represented by young  JTOs.

Joint Forum of Calcutta Telephones comprising SNEA and AIGETOA met Smt Sujata T Ray at Ballygunge Place on the sidelines of her official engagement. JF raised some crucial issues affecting the cadre of executives over a prolong period and yet there is no sign of settlement to come through soon. JF had a very warm and candid discussion itemwise, clearing some of the nagging doubts misconceived impression resulting in better understanding for expeditious settlement. 

Long pending promotion in the cadre of SDE/DE/DGM and other equivalent cadres----Joint Forum brought to her notice the ordinate delay in according promotion to the cadre of SDE/AO CAO/DE etc. Neither the promotion is taking place as per existing R/R nor the CPSE Hierarchy is getting finalised. There are JTOs & SDEs waiting for more than 17 to 18 yrs for promotion to the cadre of SDE/DE respectively. The plight in other cadres is not as bad as it is under engineering vertical. Dir HR retorted on who is responsible for such court cases. Its the executives within the fold of associations who had gone to the court of law, thereby delaying the whole process. However, she is keeping tab with legal cell and lawyers to see that directives/clarification could be sought from Supreme Court at the earliest, in respect of pending judgement at Kerela High Court and with respect to reservation pertaining to Nagaraja case. She assured to effect the promotion under existing system soon the hurdles get cleared at Apex Court. Or otherwise, she is confident to push through the CPSE Hierarchy through the Board but DOT would take its own time to make its comprehensive study into the details of recommendations that would be recommended by BSNL . Dir/HR said to be very much associated with the work and requested not to embrace uncalled anxiety and worry. She further added that given the intricacies of CPSE Hierarchy, sometimes, the work is getting delayed and distracted due to last minute submission of divergent views from some stake holders. He appealed to keep faith in management. She also expressed her discontent over write ups in associations' website where she felt the work accomplished by HR is not getting properly reflected. JF clarified that websites carry the facts and sentiments of the members too. However, it gave words to convey it to CHQ for better understanding of both stakeholders. JF also expressed its gladness in learning the fact that the activities of the constituent associations as posted on websites are under her attention.

E2/E3 IDA payscales for the cadre of JTO/JAO & SDE/AO and other equivalent cadres-- DIR/Hr informed that the file is pending with Hon'ble Minister and that she would see to the issue for its early clearance.  

Basic Pay of Rs22820/- DIR/HR categorically stated on its legitimacy and that the issue would be taken care of when the case pertaining to E2/E3 is settled.

3rd PRC-- JF expressed concern over uncertainty in implementing 3rd PRC's recommendations. Its a paradox that deputationsts working in BSNL are enjoying the benefits of 7th CPC whereas the absorbees and BSNL recruitees, working in the same organisation are being deprived of their entitled benefit. Dir HR is absorbee and expressed her concern over implementation of 3rd PRC in BSNL. She had bouts of discussions with DOT and Hon'blr Minister but they seek concrete plans and accounts to meet the additional expenditure required for its implementation. For now, BSNL M/C has recommended with 15% fitment over basic plus IDA with freeze on allowances from 31/12/2016. This itself will be a hard task to convince DOT but she believes to come with some tangible solution. JF thanked Dir/HR and look forward to meet her on her next trip to Kolkata.

Circle Secretaries and CHQ office bearers addressed the gathering on ill motive of the govt to form tower subsidiary and how the same will bankrupt BSNL further from revival. In true tradition of Central City Zone of SNEA/CTC, a vibrant and colourful Annual General Body Meeting was held on 13/09/2017 at TI/Hall, CTO Building. Following adoption of Zonal Secretary and Treasurer's report, the house was addressed by Com Sankar Sanyal Jt Secrertary(E), Com Nirmal Sarkar President, Com Tapas Ghosh, CS/SNEA/WBTC and Com Dilip Saha, CS on various issues pending at BSNL and DOT's level. Com Sanyal briefed on stagnation of promotion, CPSE Hierarchy, etc. Com Sarkar deliberated on discipline and the need for solidarity to keep the association active. Com Tapas Ghosh emphasized on new generation and appealed for greater involvement in associational activities. Com CS touched upon the govt's sinister design to outsource tower business and how the same will  dent BSNL from its core business. He also briefed on 3rd PRC and urged upon all to fight for its implementation without delay. 

The august house elected  Com Ashok Kundu, Com Subhra Nath Das and Com  Bisnupada Jana are elected as  Zonal President, Zonal secretary and Treasurer respectively.

GM informed that he was engaged with Minister and CMD's recent visit to Kolkata and would soon take up the issues for consideration.

Joint Forum of Calcutta Telephones, represented by SNEA/CTC and AIGETOA/CTD met  Shri Manoj Sinha , Hon'ble Minister of Telecom on the margins of his engagement in inaugurating E-Wallet at Rabindrathirtha/New Town and briefed him on some major and crucial issues that demands for immediate resolve. The minister was apprised of deprivation pertaining to payscales of JTO/JAO & SDE/AO and equivalent cadres and how DOT degraded from E1A to E1 and E2A to E2 instead of upgrading it to E2 & E3 as was recommended by BSNL Board. Forum also raised the issue of 3rd PRC and requested for his intervention for treating BSNL out of profitability clause and make way for its early implementation. Since BSNL caters to social service without any subsidy from government, it should not get bracketed with other commercial establishment. Minister said to be aware of all these issues but feels BSNL should go more proactive to increase its revenue. Govt has accorded number of projects, namely NFS, NoFN etc to BSNL and it is quite expected that it should turn into a viable organisation. Its time, BSNL be focussed in increasing revenue and market share from 9 to 15%. He reposed confidence and believes the demands can well be resolved.

A meeting with executives under CMTS vertical was held to take account of various aspects of services and  hurdles being faced by CMTS mainly in the backdrop of staff shortage.

Installation-- working strength- SDE-3 Nos; JTO-4 nos, JE-3 nos. Retirement- SDE-2 nos by Oct'2017. Proposed- at least, SDE-1, JTO/JE-3 to 4 nos required to execute the pending work. Constraint-(1) acute shortage of staff (2) Site acquisition-Indus Infra is not forthwith with support for providing new sites. However, presently, Reliance Infratel is providing new sites. Though it is coping to some extent but not adequate enough to meet the target.

MSC- Total MSC-5 nos. Out of 5, 2 nos of MSCs, namely Chittaranjan and Dumdum is being manned by 2 nos of JTO and one JE. Given its expanse, one SDE needs to be posted in DmDm or one JTO may be given the charge of SDE LA.

CC & IP Lease- Even in recent past, it was two separate wings. On release of the then DE to hard tenure station, CC was allotted to DE/IP lease cct. In the intervening period, 2 nos of SDEs retired, one SDE got  transferred and one JTO got reverted.CC- existing strength--SDE-1 no, TM-1 no, JE-1 no, Peon-1no. JE- 1 no. undergoing training, Sr TOA-1 no. transferred. TCCR- no staff. At least one JTO is required on immediate basis. Herein the work involved is unpredictable and it has been observed, online grievances goes high on many occasions. Since the work is time bound, it requires dedicated staff to handle the work.

IP Lease In- existing strength- SDE-nil, JTO-1 no, JE-nil. IP Lease Out -existing strength- SDE-2 nos, JTO-nil, JE-1 no. Herein also, there is acute shortage of staff. Moreover, another SDE, Utpal Rajak is also retiring soon. JTO/SDE needs to be posted.

BTS Mntce-Total-14nos of zones; existing strength-DE-3 nos. Zone North- 5 nos of sub zones;  Zone West-3 nos of sub zones and Zone South- 6 nos od sub zones. In accordance to norms, there is shortage of 40 nos executives and 40 nos of non executives. Given such grim shortage, it is difficult to maintain BTSs as per specified standard. Further, following installation 12 nos of RNC and 12 nos of BSC, the added volume of work will automatically come under BTS Mntce. This apart, the work pertaining to look into  lack/absence of signal by customers are being assigned to BTS team. 250 nos of CCNs are there to resolve customers grievances. Existing Strength--DE-1 no, JTO-1 n0,  JE-2 nos transferred to other sections The work entails visiting the CCNs and providing report keeping with the timeline of TERM cell.

Suggested- HWH and JDP BTS Mntce Division needs to be bifurcated for better maintenance alongwith deployment of executives and non executives.

RF--Existing Strength- DE-1 no, SDE-1 no, JTO-5nos and JEs-7 nos. It covers  entire jurisdiction of CTD and includes cluster drive test, new site drive test, road drive test, railway track drive test etc. all drive test or no signal cases are being diverted to SDE/RF by BTS Mntce. In matter of no signal, the item had got discussed with GM/CMTS to define the methodology to address the issue.     It is not feasible for one SDE to look after the entire jurisdiction. So, the jurisdiction may be bifurcated and one Sr JTO may be provided with look after charge of SDE/RF

Overall, it is concluded that there is acute shortage of staff cutting across all sections and priority must be given for posting of JTOs from batches who are undergoing training besides some technical requirement for rendering efficient service to the customers and rationalisation of work and its jurisdiction.

In continuing pursuit to interact with executives under CFA vertical, Joint Forum/Calcutta Telephones comprising SNEA and AIGEOTA held a meeting with DGM/NWO/ALP alongwith executives under CFA vertical. Joint Forum brought to fore, the unpalatable news of steep decline in revenue from LL and BB and how the services are getting surrendered uncontrollably. It informed of CGM's concern and how he is in desperation to arrest the declining trend. CGM sought the support of associations and at the same time warned to take action against non performers.

Association exhorted all to put in their best effort and make it recordable. The call for one LL/BB per day and substantial GPON connections is the target set by CGM/CTD. In many sub divisions, it could be a tough task but there is no room to stare and allow fall of revenue without showing any resilience to fight back. Reliance Jio's freebies has shaken the major operators but then we are not in a position to close our shop.  Association gave a clarion call to shed old mindset and go for effective action. Association assured to protect any uncalled or improper victimization by CTD administration in matter of performance.

DGM/NWO/ALP is having a vast jurisdiction and some areas have high potential to draw GPON/LL customers. In remote areas, the scenario is not the same. However, after interaction, it is understood that hard effort can bring good number of customers. The window for rendering effective work is low. want of proper initiative and inept administrative control are also affecting the growth.

Division/ALP----Sub Divisions-5 nos. OD-1( new LL Av-10/month; restoration on 1st day-prompt), OD-2,3&5( new LL av-30; restoration on 1st day-prompt) and OD-4(new LL av-25; restoration on 1st day-prompt)

Constraints expressed-besides LL & BB, the staff stay engaged in leased ccts, ISDN/PRI, Samudra Manthn, Asset Verification, Cable Inventory System, AC/building maintenance of RLUs. Cabinet, pillar, DP upgradation on daily basis, bill collection from home. This apart, in OD 2,3 & 5, a large network of PCUT cable needs to be replaced. Delay in arrival of fund for wage payment to contractual labour cause unrest thus affecting service. Huge volume of file work involved for payment of wages, acute shortage of permanent executives and non executives and hurdle in managing excess but non dispensible  manpower are some impediments in progress.

FTTH-  AVERAGE MONTHLY CONNECTION-25-30 nos. TARGET SET BY CGM- 100 per month, if fibre available. The limitation of purchasing 4 fibre cable within Rs 50,000/-(as concurred by CGM in last two months ) could provide 3.4 Km only per occasion. It wasn't sufficient to meet the demand. However, now PGM/CFA is processing to purchase centrally for entire CTD. Executives working in GPON are of the view that there is enough market for GPON in industrial areas and encouraging elsewhere. However, shortage of men and material is one of the  the main cause behind poor performance. This apart, due to paucity of OFC, Tx is also unable to provide fibre in all corners. Despite constraints, GPON team is putting their best effort. However, the team is of the view to go for better marketing. 

The aforesaid statistics are merely a glimpse of the effort undertaken by the field level executives. The areas showing low land line connections are due to various reasons. After discussion, it is understood that  though a large number of sub divisions are not so promising for LL connections yet extensive marketing and road shows can fetch encouraging results. All felt to increase the effective working hour to meet the target. Association assured to provide support and bring to notice of CGM, if things are not happening due to reasons attributable to administration.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secy (E) and Com Soumen Ghosh ACS met GM/HR & Admin and discussed on following points. 

Rule 8 transfer--- Association informed that some candidates have declined to go on transfer on personal reason and few left out are yet to be considered for transfer under Rule 8. Association requested to consider all under purview of transfer soon the new batch/es of JTO joins. GM replied to take into account, both the unwilling and left out cases and  would discuss the matter with CGM/CTD.

Case of Siben Mazumder- GM informed to sought CRs from ETR. In the event, it is not available, he would proceed based on available documents and assess accordingly to resolve the case. 

Case of Stenographer-I-- GM had asked for some specific  query and sought the file from the concerned section. He assured to settle it at the earliest. 

Association apprised of acute shortage of staff, particularly in the cadre of SDE/DE and few request transfer pending over years. It listed out some positions which direly warrants for posting of either SDEs or DEs. GM said to have brought the matter to the notice of Dir HR  and requested her to post executives in CTD at the earliest. It is reportedly learnt, Corporate Office may decide to provide executives to CTD. If it materializes, administration would deploy on need basis.

Joint Forum/Calcutta Telephones, consisting of SNEA and AIGEOTA staged vehement protest at Telephone Bhavan against repressive measures being adopted by management to subdue the right to protest. Its hitting the very foundation on which the unions and associations stand to voice concern and press for legitimate and justified demands. The assembly, thoroughly condemned the vindictive actions being taken against General Secretaries and resolves to fight to the last, till the draft for such hostile actions are withdrawn unconditionally. We have witnessed struggle through decades but never came across such inept handling of associations by any board of management. It only speaks of parochial outlook in containing the growing indignation among executives for being deprived of promotions, 3rd PRC, E2 & E3, 30% SAB etc. The failure on the part of the management is being covered up by taking recourse to repression. An action to muzzle the rights on which the unions/associations firmly stand. Slogans rented the facade of Telephone Bhavan, condemning management in no uncertain term. Com Dipak sahoo AGS/AIGEOTA and Com Dilip Saha CS/SNEA/CTC addressed the gathering. Com Soumen Ghosh ACS/SNEA conducted the protest program. 

As was decided, Com Sankar Sanyal Jt Secretary (E)/SNEA, Com Deepak Sahoo AGS/AIGEOTA, Com Saikat Das CS/AIGEOTA and Com Dilip Saha CS/SNEA met CGM/CTD and submitted a memorandum addressed to CMD/BSNL, severely criticizing the action on general secretaries and demanding to withdraw the same unconditionally. Or otherwise, Joint Forum would be compelled to go for harder line of trade union action. CGM gave a patient hearing and said to forward the memorandum to CMD.

Com Soumen Ghosh ACS, Com Sankar Sanyal Jt Secretary(E) Com Dilip Saha CS and Com Saikat Das CS/AIGEOTA met DGM/NWO/BKP alongwith executives under CFA vertical . CS SNEA briefed on dismal performance under CFA vertical all across BSNL, in general and CTD in particular. The steep decline in BB and LL connection is eating into the revenue very badly. Concerned, CGM/CTD sought support of association to put across the message among executives and warned to take action against consistent non performers. Association rejected such untenable view and stated that until it takes stock of the situation prevailing in various areas, it would not present its view. 

It is appreciable that CGM has started strict vigilance over one LL/BB connection per day with due emphasis on GPON connections too. But then, after meeting field executives, it is learnt, lots of bottlenecks/ hurdles are impeding from rendering efficient service in some sub divisions. Some of the problems require intervention from higher level for early solution. CGM is of the view that out of 130 sub divisions, hardly 60 to 70 sub-divisions bring connections in accordance to target set. Many sub divisions, inspite of having feasibility are unable to provide new connections. He is ready to take the responsibility for providing material/instrument, if not available and said the same should be brought to his notice. He also said, he is open to suggestions from field units to frame competitive tariff to stay in competition. Association is of the view that many units are performing but given the market trend and the legacy of infrastructural shortcomings is telling upon the performance. But to keep BSNL/CTD viable, all executives are needed to provide extra initiative. The way of working needs to be changed with renewed vigour. There must be sincere and recordable effort to meet the target. Association will definitely take care on sincere effort made and prevent from undesired/unmerited reprimand. 

BKP/Area has 13 sub divisions. BKP-2: PHT-4: BHT:-3       Total connections provided in July 17- LL-195 & BB-102. Though it is not meeting the target but the trend is improving. PHT Division has a wide network of PCUT cable and needs to be replaced. Large tract of area is still non feasible. Agencies like PWD, CESC are not granting permission to lay cables. 

BRS Division is without DE. DE/BKP looks after BRS, a task hard to maintain. Both the divisions cover wide area and its not feasible to pay requisite attention given its distance.

DE/BHT, besides his normal work, has to visit retailers for selling BSNL products. This work should have been with executives exclusively meant for marketing.

DE/Admin is assigned with the work of DE/Marketing, AGM/Commercial, AGM/Plg and DE/GPON. So much so is the overloading that no officers stand in a position to deliver.

GPON connection as on date is 58 nos. There is market for GPON but due to unavailability of fibre from Tx, quite a number of connections could not be executed. Moreover, the field executives have been burdened with the job for procurement of 4F cable. GPON unit should be tasked with the job for procurement.

Shortage---100 pr CT box; 10 pr & 20 pr DP; 10 pr cable.

Short comings- GPON connections provided are scattered over a large area. Given the scarcity of staff, it will not be possible to maintain the same within the stipulation. The situation will further worsen as the GPON grows and scarcity of staff continues. 

CS appealed to all to put their best and maintain a record of the same.

SNEA CTC held lunch hour demonstration wearing black badges in protest against non implementation of 3rd PRC. The affordability clause introduced as part of 3rd PRC notification is depriving more than 2/3 rd of PSUs from the benefit of pay revision. NCOA, in its meeting held on 05/08/2017 at Chennai, decided to hold the program nation wide. SNEA is the only executives' association in BSNL that forms part of NCOA.

Com Soumen Ghosh briefed on the cause for going into trade union struggle and elaborated on how the govt policies are bent upon to perish the PSUs. Com Saikat Das CS/AIGEOTA extended his support for the cause and informed how AIGEOTA and SNEA under the banner of Joint Forum is struggling with management on various issues pertaining to basic pay scales for JTO/JAO, SDE/AOs, CPSE Hierarchy, promotion in the cadre of SDE/AO and DE/CAO , 30% superannuation benefit etc. Com Das extended solidarity for such program in future too.

Com Dilip Saha CS enlightened the assembly on performance of various PSUs across the nation and how the same is contributing in building the nation. Even today, the net profit of all PSUs stand at 1,15000 crore approximately besides an astronomical amount of more than 2 lacs crore being paid to govt as tax, dividends, loan component, etc. So, the concept, that PSUs are born to die is absolutely incorrect. As far as BSNL is concerned, the organisation has not been provided a level playing field since its formation. It has been used as an institution for meeting govt's social objectives without regard to profitability. BSNL under any circumstances should not be equated with other commercial establishments. Moreover, the impediment faced for equipment procurement, inferior spectrum, paying unjustified tax etc has handicapped the organisation to grow since long. So, being a sector meant for social objectives, the clause of affordability should not be applied for PSUs furthering govt objectives, including BSNL. CS called upon all to stay prepared for further struggle as non implementation of 3rd PRC will have huge impact on pay and pension in the days to come.

Wearing black badges and holding Protest demonstration on 17.08.2017 against the DPE OM linking affordability for 3rd Pay Revision.

The NCOA meeting held at Chennai on 06.08.2017 decided to wear black badges and hold Lunch Hour demonstration in protest against the affordability clause for 3rd Pay Revision. According to NCOA, more than 160 CPSUs will not be eligible for 3rd Pay Revision due to the affordability clause. NCOA demands that Pay revision should be implemented without the affordability clause.

All Branch/SSA/Circle Secretaries, Office bearers at all levels and activists are requested to make the programme successful.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secy(E) and Com Soumen Ghosh ACS met GM/HR and Admin to obtain the latest status on VCs for SDE to DE and JTO to SDE for both LDCE and seniority cum fitness quota. Only one VC is pending with respect to SDE to DE promotion. Under LDCE quota, all are cleared but few are pending under seniority cum fitness quota. 

Rule 8 cases- association apprised of some candidates(JTOs) who have declined their Rule 8 transfers. CS requested to consider the next lot of candidates in lieu of forgone cases and include the last few left out JTOs too. GM replied to discuss the matter with CGM and inform accordingly.

Scarcity of executives, both in fields and administration---- Some AGMs/SDEs in administration are over loaded and the situation demands posting of executive on immediate basis. Its not mere overloading by way of looking after additional charges but the posts are sensitive and calls for time bound dealing of cases. In regard to executives working in field and stores many had prayed for transfer since long----- due consideration should be given to redress their grievances. GM informed that Corporate Office is to issue transfer order for executives from other circles soon. The cases would be taken into consideration as and when the executives join.

Association requested to resolve the of Stenographer I at the earliest.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secretary (E) and Com Soumen Ghosh met CGM/CTD to discuss on declining revenue under CFA vertical and the steps taken by the association following the meeting with CGM/CTD on 03/08/2017. Association had conducted meeting with respective DGM/NWOs alongwith field executives and urged upon all to be serious in stemming the decline and take extra initiative for bringing new LL and BB connections Association heard to all and conveyed the same to CGM, including some constraints and difficulties being faced by field units. Some cases need to be heard with all seriousness and the impression that decline in connections are mostly due to SDEs and DEs is absolutely not correct. 

Association appreciated the strict monitoring  but expressed its resentment against indiscriminate and inappropriate treatment to executives. They should be given a chance to be heard before any hasty reaction is expressed. Association cited the case of DE/PHT, wherein the executive was wrongly pulled up . CGM had instructed the DGMs to bring those who could not meet the targets. DE/PHT was requested by DGM/NWO/BKP to accompany him even though the executive had come on different assignment.  Association feels, the DGM/GM concerned should have presented the fact instead of staying silent. Association conveyed its displeasure  to CGM in this regard.

As already said, all executives should put in their best effort to bring LL & BB connections. Daily activities must get recorded and retained. Association will definitely take care of the executives reprimanded inspite of  putting in their sincere efforts. Any difficulty faced by the executives may be conveyed so as to bring the same to the notice of CGM. However, please ensure the matter/s are taken up with DGM/GM before it gets escalated to  CGM.

While discussing about the shortcomings in rendering efficient service, association suggested to lower the price of telephone instrument to Rs 300/-. This was suggested since the customers believe BSNL, to be a preferred service provider and being loyal customers for years, feels, telephone set should be provided by BSNL. The instruments are often going faulty inspite of repair and it speaks on its quality. CGM readily accepted to consider the  proposal . Association pointed to the freebies being given by Reliance Jio and how the same is eating into our customers. He categorically replied that in such situation we cannot close our company.   Either, all should work to our target or bring suggestions to be in competition.  CS asked whether the rates provided by Reliance Jio can be matched to extend our services. He replied that suggestions should come from fields and officers must visit the markets/areas for at least two hours. If it happens so, he has no reservation adopt plans with competitive tariff.

Com Dilip Saha CS and Com Soumen Ghosh ACS had a meeting with DGM/NWO/North alongwith executives working under CFA vertical. CS conveyed the concern expressed by CGM on declining revenue from CFA, the segment that always formed the backbone of income in CTD/BSNL. While assessing the records of performance in respect of one LL and BB connections per day, he came across many sub divisions not responding to the call. He spoke of adopting stringent monitoring/actions to ensure the executives concerned deliver. Association, responded to his call but wanted to have its own survey before arriving at any conclusion.

CS informed on sharp decline in revenue and how the same is going to make the organisation unsustainable. It's true that several constraints/hurdles are impeding to render efficient service. Yet, keeping view the interest of BSNL, all must put in their best effort to meet the targets. The freebies offered by Reliance Jio has dented revenue earnings of most telecom operator but then BSNL cannot sit idle and close the shop. Every challenge emerges from crisis and we are to survive amid fierce competition. All along, CFA had made major contribution on revenue front and any further dent will make CTD unmanageable.

After extensive discussion, it was gladdening to note, field executives accepting the challenge in the interest of BSNL but spoke of some unmanageable problems in delivering service. Telephone instrument often goes faulty to customers dissatisfaction and there is no mechanism to repair the same. Bagbazaar unit has arrangement for repair but the same is not available in Manicktala and CSP. The batteries of UPS provided against GPON connection are of 2005 make and are losing its life soon after providing connection much to customers' annoyance. Inspite of WO issued by commercial unit, field executives are being asked to collect mandatory documents, resulting in uncalled delay.

CS advised to record the activities undertaken on day to day basis and keep informed the controlling authority. Every executives should ensure to hold road shows within the means of their resources and extend pending new connections. CS urged upon all to put individual  efforts for overcoming small constraints and demonstrate positive gesture. In case of genuine and unavoidable hurdles, the case/s may be brought to the notice of DE/DGM concerned with information to CS.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secy (E), Com Soumen Ghosh ACS, Com Prasanta Ghosh Org Secretary along with executives of Area SMP sat with DGM/NWO/SMP to take stock of the declining revenue under CFA vertical. CS conveyed CGM/CTD's concern on steep fall in revenue and how the same is becoming unmanageable to sustain for long. CGM also expressed his strong resentment over non  performance in substantial number of sub divisions. and reminded on bringing one LL and one BB connections per day. He also emphasized on holding  road shows for drawing attention of the customers. Association accepted the concern with all positive gesture but did not agree to the impression that mid level executives are the bane of non performance, if any. 

CS briefed that till now, revenue from CFA vertical forms a substantial portion of income in BSNL. Inspite of its decline trend, the vertical can't be ignored under any circumstances. Given the grim situation, it becomes incumbent on all to give extra effort to make CTD/BSNL survive amid fierce competition. CGM warned to adopt stringent monitoring/action to ensure the targets are met. Association clearly believes, efforts made and recorded cannot get ignored and assured to defend such cases. All endeavor must be made to extend LL & BB connections as per target set within the limited sources available with each executives. It is true that there is scarcity of staff & executives in many areas besides other constraint pertaining to control in fields and managing other agencies. Yet, we are to find some means for growth in connections.

Executives in SMP spoke of customers demand for new telephone instruments and how they look upon it as their entitlement. The instruments are not performing upto the mark following frequent repair. The policy adopted by management are not being circulated in form of official circular resulting in delay in execution. In absence of such circular, work is carried on request basis from other verticals. Fault card allotted on more than one occasion in a day,  are usually not taken up/executed by field staff. There are instances of delay in payments to vendors due to inordinate delay in file clearance, resulting in refusal of vendors to carry out the assigned job. There is unavailability of K-oil and the sudden increase in recharge voucher to Rs 49/- on new SIM sale has drastically lessened customers affinity for BSNL SIM.

The above observations are a brief of the constraints reported by field executives and would be taken up with the competent authority. CS exhorted all to deliver their best for bringing and extending new connections and keep a record of their day to day  activities. They must ensure to clear the faults on same day alongwith its updation. All matters of constraints or difficulties faced should remain under intimation of controlling/reviewing authority.

Com Dilip Saha CS, Com Sankar Sanyal Jt Sectretary(E), Com Soumen Ghosh ACS, Com Aparesh Ghosal CWC and Com Biswajit Basu had a meeting with DGM/NWO/South alongwith executives working under CFA vertical. CS conveyed about declining revenue under BB and LL services and how the same is affecting the overall financial position of CTD. CGM/CTD had  expressed serious concern  with the association and look forward to its support in putting the message across the executives working in the fields. The decision of one LL and one BB connection per day under each subdivision is not taking place in many subdivisions. This apart, fault clearance on 1st day is not meeting its target. The management is set to adopt stringent monitoring/actions in order to ensure targets are met within stipulated time given the sharp decline in revenue under CFA vertical. It may be noted that all along, CFA had made major contribution in terms of revenue and any further dent in it would make CTD hard to recover. 

After discussion, it was encouraging to note that field executives are ready to respond to the call, keeping in view the interest of BSNL, but they have expressed about some constraints in their respective areas. In some subdivisions, there is acute shortage of regular staff, in others, the cable network requires immediate replacement. CS urged upon all to put individual  efforts for overcoming small constraints and demonstrate positive gesture. In case of genuine and unavoidable hurdles, the case/s may be brought to the notice of DE/DGM concerned with information to CS. CS also advised to record the activities undertaken on day to day basis and keep informed the controlling authority. Every executives should ensure to hold road shows within the means of their resources and extend pending new connections. This apart, it is recorded that GPON connections is on the ascend but the complexities of cable procurement in limited quantity is impeding its growth besides other reasons. CS informed, association would take up the matter with GM concerned and if required, attention of CGM will also be drawn to this effect. CS also conveyed DGM/NWO to take care of the subdivisions, particularly the ones that are unable to meet the target. Regular weekly meeting also needs to be held besides visiting the sites to take on spot evaluation/constraints, if any, and take necessary action accordingly. CS felt the service sector demands coordinate work and one weak link impacts the entire chain.

CGM/CTD invited SNEA/CTD for discussion on development of services, particularly in CFA Area. He observed that many sub divisions are not performing and/or not showing encouraging results. The target of bringing one connection per day is not at all taking place in substantial number of sub divisions. He also said to have repeatedly conveyed to put a portion of each day's time for registering new connections. When the area is notified as feasible and that when  wires and instruments are available, CGM is unable to comprehend as to why this single task can't be achieved. He also is not reserved to any constraints faced by the field units. He is ready to extend help of any sortin this regard. CGM expressed his deep resentment for not responding to the market driven call. Association informed to make a study of the situation and would sit with GMs/ Area Managers and executives soon to ascertain the cause of such indifferent attitude, if any, and shall sent across an appeal to all to do their best for BSNL. Com Dilip Saha CS and Com Sankar Sanyal Jt Secy (E) met GM HR & Admin on following agenda--

VC clearance in respect of LDCE & Seniority Cum Fitness quota candidates in the cadre of JTO for promotion to the cadre of SDE.---GM informed, following 135 clearances already obtained in Seniority Quota, many more have arrived. and are to be sent to Vigilance section. Next week, another meeting shall be held with service book custodian, if required, for completion of the exercise. In regard to LDCE quota, all VCs have already been sent to Vigilance section for further disposal.

Rule 8 pending cases- GM informed to have already sanctioned the file. It is learnt that about 13 nos of candidates have been considered and rest are to be considered in next phase. Association expressed its resentment for not considering all probables in one phase. GM informed, all efforts have been made to include maximum number of candidates and further consideration shall be undertaken at appropriate time. 

Information on number of executives who would become eligible for 1st EPP after 4 years----It has been informed that due to work related to DPC, which are time bound in nature, the information on above item could not be collated in time. However, the work is going on to complete the task.

Case of Stenographer I who were erroneously left out for upgradation to Stenographer II( inspite of vacancy existing then) thus missing the opportunity for promotion to PA -----GM said to have perused the matter and would soon take a decision . Association reminded of submitting the copies of such promotion order that had taken place in other circles.

Case of confirmation in respect of  Siben Mazumder SDE---Association expressed its disappointment for resolving the case for years together. The confirmation in the entry cadre had not taken place due to administrative reasons and the executive is in no way responsible. In absence of confirmation, the officer is being deprived of his entitlements. Moreover, if the matter is not settled in time, it will have irreversible ramification during superannuation too.  GM took serious note of the issue and would study the case following the work of sending VCs to corporate office.

Association reminded of SDEs joining from other circles in ones and twos are being not considered against  executives who had prayed for transfer long back. If this pattern continues then the long pending prayers will never get considered and such decisions are against the spirit of transfer and posting. GM informed that shortage of staff is in almost all Areas and for the time it has been decided to post in green field areas where developments are underway. Association expressed its strong protest for not considering the cases on medical ground too. GM assured to look into proposals.

North Suburban Zone held its AGB on 15/07/2017 at Barrackpore Telephone Exch Building. The meeting was presided over by Com Misson Dey. Following adoption of Z/Secretary and Treasurer's report, the august house was addressed by Com Sankar Sanyal Jt Secretary (E), Com Soumen Ghosh ACS, Com P. K Ghosh Org Secretary, Com Tapan Chakraborty Vice President and Com Dilip Saha CS. Com Sankar Sanyal spoke on the untenable logic of some association for not participating in struggles for E2 &E3 payscales, implementation of 3rd PRC etc. He feels, such opportunistic force not only derails but delays the achievement. Com Soumen Ghosh, Com P K Ghosh and Com Tapan Chakraborty informed on the role played by SNEA in matter of promotion, CPSE Hierarchy, the initiative to send the VCs and APARs in time etc Com Dilip Saha, spoke of changing scape in today's organisational activities. How the staff are getting reduced and how on every tit bit of issues we are being forced to go on struggle. He spoke on some pending cases related to Zone and informed most of these would get resolved soon. CS apprised of the undue privilege being extended to Reliance Jio and the regime of free calls are destroying the other telecom operators' viability. The intention is to emerge as monopoly in near furure. He appealed to all to remain alert and united. Zonal Body, in its true tradition gifted souvenir to retired members as mark of their love and long association with this organisation.  Com Tapan Sarkar, Com Pulak Dasgupta and Com Gautam Sarkar were elected as Zonal President, Zonal Secretary and Treasurer respectively.

Com Dilip Saha CS and Com Sankar Sanyal Jt Secretary(E) met GM/HR & Admin to demand for immediate release of Rule 8 cases in the cadre of JTO. GM said to have received the file and would discuss on the extent to be considered since entire pending list cannot be taken up in one go. Association reminded of recent induction of JTOs on promotion from the cadre of JEs and about those who are undergoing training. Given the sheer number, pending list of Rule 8 cases need to be considered in one phase. GM said, he would make a point of it while discussing the issue with CGM and would try to consider to the maximum extent possible.                                                                                        

Association pointed to the unjustified delay in sending VCs for promotion from JTO to SDE both in LDCE and in Seniority Quota. GM informed that out of 50 nos of  VCs against LDCE candidates 49 nos have been received. In regard to VCs relating to seniority cum fitness quota, out of 241 VCs proforma, 135 have been returned due to minor mismatch/deficiency in ERP to that in Service Book of each individual. The same is being taken care of and assured to complete the exercise in a weeks time. Association pointed to the information sought by Corporate Office on number of executives who had their 1st TBP in 4, 5 and 6 yrs to calculate the financial implication, if 1st TBP is uniformly adopted after 4 yrs. GM informed to clear the VCs on priority basis and thereafter he would take up this case. HE also said, AGM/Staff-I is already involved with the exercise.

Com Soumen Ghosh ACS, Com Subhra Nath Das Z/S Central City Zone and Saikat Das CS of AIGETOA/Calcutta Telephones met GM/CMTS on lookafter charge in the cadre of SDE and overall shortage of staff in CMTS. JF pointed to the anamoly in extending lookafter charge to juniors ignoring the seniors. When asked on what rational the same was provided, GM accepted the fact and assured to remove the anamoly in this regard at the earliest.  GM/CMTS pointed to the deficiency in staff, particularly in the backdrop of BTS expansion. Around 800 nos of new BTS are getting installed but staff at the level of JEs are in shortage. This is due to large scale promotion in the cadre of JTO from JE and the deficiency could not be substituted to the extent required. The matter would be raised with the appropriate authority for requisition of staff.

Meeting with GM (HR & Admin) CTD: - As decided earlier Joint Forum Met GM (HR & Admin) CTD to discuss various HR issues pertaining to the executives of CTD. The meeting continued for almost one and half hour. The following matters were discussed in detail.

  1. Clarification regarding Job Contract Tender: - We expressed our serious resentment about the way the management is pressurising the executives for floating JCS Tender. It was informed that once CGM CTD has clarified regarding the modalities of floating tender at DGM office level of different areas, the same needs to be communicated to all the concerned GMs properly. It was agreed by GM (HR & Admin) CTD and he assured to communicate the same (if required in writing also) to the concerned GMs.

  2. Regarding VC for DPC and LDCE for promotion to different cadre: - We expressed our serious concern over the pendency of VC status particularly in SCF. In case of SCF quota out of almost 250 cases only 50% VC proforma was received by Circle Office and out of those 115 is returned to AGM (Staff-I) HQ for several discrepancies. In case of LDCE it was found that only 4/5 VCs were pending out of 50 cases and those will be cleared in a day or two. For SDE to DE DPC the status of VC is miserable as there is no direction from CVO and BSNL CO. GM (HR & Admin) CTD immediately asked AGM (St-I) CTD and DGM (Vigilance) to expedite the process and assure that he will personally monitor the cases for early completion. For SDE to DE the case was referred to CHQ for persuasion at BSNL CO and to issue necessary instruction.

  3. The report for number of executives who got their first TBP in 6, 5, and 4 years for the resolution of the long pending demand of uniform first TBP in 4 years: - The JF expressed their concern for not starting the process still now. GM immediately instructed to AGM (St-I) HQ and asked to complete the process in time bound manner.

  4. Regarding end of temporary deputation for the employees working in EZBC and ETR: - It was informed that already letter has been issued to WBTC to release them immediately. It was agreed to issue another reminder to release them. Even after that if they are not released then unilateral order will be issued to join them to the parent unit in phased manner.

  5. Immediate processing the case of Rule-8:- It was informed that presently the process reconciliation of the waiting list in light of the latest BSNL CO order is going on. The cases will be put up for decision of the competent authority very soon.

Due to time constraint various other issues couldn’t be discussed. JF will meet GM (HR & Admin) CTD to discuss the other pending issues very soon. Friends, it’s a beginning of new era. The positive atmosphere created within the forum will definitely pave the path for resolution of the long pending HR issues of all the executives in BSNL.

As per decision of JF/CHQ, an informal meeting of Joint Forum was held at Telephone Bhawan on 28.06.2017 in presence of CS SNEA CTD Sh Dilip Saha, CS AIGETOA CTD Sh Saikat Das and AGS AIGETOA CHQ Sh Deepak Kumar Sahoo. In that meeting, different issues related to executive cadre was discussed and it was resolved that from now onwards the Joint Forum will move together for resolution of common issues pertaining to Joint Forum. Since all relevant office bearers of respective associations could not be informed for time constraint, another round of informal meeting is felt necessary.  It was also decided that the Joint Forum Leadership will sit together regularly at Circle Level, and area level to strengthen the bonding within the forum at all level. Beside these it was also decided to hold Joint CEC of CTD and WBTC in near future. The date of the Joint CEC will be decided soon after discussing with the JF counterpart of WBTC. The meeting was held in a very congenial atmosphere and both the association has agreed to resolve the local issues of common interest of both the association and extend necessary support to resolve the issues of members of individual association as a whole. In the meeting the status of VC for SCF and LDCE was analysed and found that the pendency of VC status is huge particularly for the case of SCF. The matter of Tender for Job Contract Scheme was discussed elaborately in light of the recent meeting with CGM CTD. Both the CSs were in receipt of complaint from field units and some clarification needs to be issued from circle office immediately. It decided to meet GM (HR & Admin) CTD on the very next day to discuss various issues related to the executives of CTD.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secy(E) and Com Soumen Ghosh met GM/NWO-II to request for redeployment of some executives in the interest of service. Given numerous cable cuts and decline in LL/BB connections, it is imperative to put workforce at strategic locations for better BB service and GPON connections. This apart, it is learnt some female candidate/s are facing severe inconvinience due to constraint in office infrastructure. Association requested to consider the case/s on merit.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secy(E) and Com Soumen Ghosh met GM/HR and Admin to request for his personal intervention in commencing the training from 31st of July 2017 for  the JEs qualified in LICE for promotion to the grade of JTOs. GM replied to have already spoken to DGM/Trg/Jabalpur in this regard and a letter has also been sent requesting for the schedule. Association pointed to time limitation for  getting train  reservation etc to which GM replied to be aware of the matter and assured to speak to concerned DGM tomorrow again.  

The matter in regard to Stenographer I for promotion to the grade of PA was raised for early redressal. All the documents pertaining to the case have already been submitted. GM replied to have perused the case and soon he will take a call on the issue.

Association expressed its resentment in non settlement of  case pertaining to Siben Das's confirmation. GM requested for some more time.  CS reminded on inordinate delay in sending vigilance clearance for the cadre of SDE,  DE etc. The exercise was supposed to be completed by May 17. It is regrettable that on every occasion, the VCs are sent late. Association categorically stated to expedite the work for sending VCs pending which no DPC could be held.

Forum of Executives’ Association of Calcutta Telephone District met CGM CTD on 15/06/2017 and discussed about various concern regarding the ongoing tender process of Job Contract Scheme. After discussion the following points were clarified.

  1. The tender will be floated without disturbing the existing Job Contract Scheme.

  2. Tender will be floated minimum at the level of DGM (NWO) concerned and it will be floated by AGM(PLG) / AGM(Admn) (as the case may be) of the concerned area on behalf of DGM (NWO).

  3. Sweeping / Cleaning and Security / Watch and ward tender will be floated separately at later stage.

  4. Normally mode of tender will be e-Tender. But Conventional tender will be allowed with the approval of CGM CTD.

SNEA/CTC was represented by Com Dilip Saha CS, Com Sankar Sanyal, Jt Secy(E) and Com Soumen Ghosh ACS.

Com Dilip Saha CS and Com Nirmal Sarkar President met GM/HR & Admin to discuss on shortage of   SDEs/DEs/DGMs. Many executives transferred to CTD from other Circles are yet to join. Meanwhile, quite a good number of transfers got cancelled. Even the recent promotion order to the cadre of DGM---there is no sign of joining.  GM/HR had inquired with the circle concerned on possibility of joining but there is no categorical information in this regard. Association, suggested to communicate in writing to Corporate Office as a mean of constant pursuasion.  Some critical positions at the level of SDEs/DE & DGMs are being looked after for long and the position needs to be addessed without further delay

Association requested to expedite the release of Rule 8 cases. GM/HR replied that the issue is at final stage and soon the matter will be considered to the extent feasible. Administration is contemplating to consider for both the cadres i.e JE & JTO. Since Rule 8 is not being effected for long, association suggested to consider a big lot in one go.

CS requested to examine the cases of Stenographer who had been unjustifiably deprived of promoton to PA. The recent Corporate Office order instructed the circles to reevaluate, based on vacancies that existed then in the cadre of Stenographer II and take necessary action. GM/HR assured to take positive steps in this regard, soon.

The next phase of agitation programs of Indefinite Relay Hunger Strike and Work According to Rules from 29.05.2017 is postponed to 27.06.2017.

As Management has resorted to repressive methods for suppressing the voice of the Executives for the resolution of genuine HR issues by taking vindictive actions like dies-non, issuing Show Cause Notices and Charge sheet to JF leaders and other coercive methods to restrain our right for protest, Joint Forum has decided to launch strong protest against such vindictive actions by holding two days massive Dharna on 1st and 2nd June 2017. Discussions are held with the non-executive unions also and it is agreed that further agitation program will be held jointly with non-executive unions under the banner of Forum of BSNL Unions and Associations to protest against the oppressive actions taken by management.

For the effective implementation of the next phase of agitation programs of Indefinite Relay Hunger Strike and Work According to Rules, it is decided to hold a Joint meeting of CSs and CHQ Office bearers of the JF on 17th and 18th June, 2017. Venue will be announced shortly. Before the joint meeting of CS/CHQ office bearers, all Circles should complete the joint Circle Executive Committee meetings. GSs/CHQ office bearers of the Associations will try to attend the CEC meetings as far as possible. The dates of CEC meetings should be intimated to CHQ by Monday. Otherwise the dates will be finalized and announced by CHQ. Similarly joint SSA meetings also to be held before the CS meeting.

All the preparations and strategies are to be worked out for the successful implementation of Work According to Rules from 27.06.2017.

Joint Forum/Calcutta Telephones held demonstration at Telephone Bhavan in protest against DOT/BSNL for not conceding to justified demands on E2/E3 IDA payscales for JTO/JAO and SDE/AO and other equivalent cadres, CPSE Hierarchy, DPC for the cadre of SDE/AO, DE/CAO,  etc. Meanwhile, the demonstration exuded utter resentment against management for adopting repressive measure against office bearers in violation to right to struggle. Its an attempt to throttle protest action and scare away the movement. Members are steel resolved to face such consequences and give a fitting reply in form of further intense struggle. Com Saikat Das CS/AIGEOTA, Com Nirmal Sarkar President SNEA, Com Deepak Sahoo AGS/AIGEOTA and Com Dilip Saha CS/SNEA addressed the gathering. Com Soumen Ghosh led the sloganeering in the protest program.

However, association demanded to consider the cases one phase, since all have already completed five years of stay in CTD. GM said, he would once again take up this matter with CGM to arrive at a decision.

Association reminded on the issue pertaining to PA/PS wherein, it is observed that inspite of vacancies existing, quite a number of stenographer I could get promotion to the cadre of PA. The details in regard to vacancies existing then had already been submitted. GM requested for sometime before he takes up the matter for perusal and further disposal.

Relay Hunger Strike continues with increased inertia. Increased number of members is sitting through hunger strike at Telephone Bhavan. The momentum of the crusade is mounting on the management. Executives cutting across associations are urged upon to be an integral part of this struggle. The action by the management at Corporate Office to remove the fasting comrades by police was thwarted by the agitators by adhering to their resolve to continue with the hunger strike.  Joint Forum of BSNL Executives' Association of Calcutta Telephones district started with an impressive note the program for Relay Hunger Strike that commenced from today i.e. from 25/04/17.  Members of participant associations thronged the venue in groups and is sitting through the day in fast. Though a large number of executives were present, Joint Forum made intense appeal to come in hordes and converge at the venue as a mark of solidarity and resolve to fight for the cause. Speakers after speakers deliberated on the compelling circumstances that pushed the Forum into agitation and resolved not to budge unless the demands for E2/E3 payscales for JTO/JAO & SDE/AO ( other equivalent cadres), CPSU Heirarchy, 30% superannuation benefit to BSNL recruitees, promotion to the cadre of SDE/DE/DGM etc are materialised. They bore a strong resolve to continue with the crusade for the  legitimate demands and would not brook with hobnobbing of the management. Circle office bearers of constituent associations have put across a strong message to all executives to abide by the call and apply for leave on 28/04/2017.  As the time is critical, any let up on this count will have serious consequences in our future demands, be it implementation of 3rd PRC or other allied issues waiting in the pipeline.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secretary(E) and Com Nirmal Sarkar President met GM/HR and admin on scarcity of DGM/DE/SDE (regular), especially in areas like Howrah, Srirampur and Barackpur. It has been informed that about 9 nos SDE and one DE have joined from other circles and administration is contemplating to deploy these officers in area of acute scarcity. Around 20 SDEs have got released from their respective circles and are to join soon.

Association reminded for considering Rule 8 cases since the officials are waiting for years. GM assured to consider the cases soon. In regard to endorsement of the list sent by Corporate Office following court verdict in respect of JTOs who had been officiating and are entitled to FR 22 1 (a)1 fixation, GM requested for some time since he had little time to examine the issue. However, he would examine the list shortly, so as to dispose off the matter without further delay.

Association requested for some convenient time to discuss some critical and long pending agenda pertaining to PA/PS and individual officials too. GM readily agreed to discuss the issues in next week.

A Circle Office Bearers meet was held alongwith Zonal Secretaries, Zonal President, CEC Members, CWC Members, of Calcutta Telephones Circle at Telephone Bhavan to decide upon the modalities to be adopted in order to make the protest program a success. The Trade Union Program being launched is in protest against non implementation of E2 & E3 IDA payscales for JTO/JAO & SDE/AO and other equivalent cadres respectively, CPSE Hierarchy, 30% superannuation benefit to BSNL recruitees, Basic Pay of Rs 22820/for post 2007 recruitee, opposing DR/DGM recruitment etc. It is decided jointly, to print posters, banners and make arrangement for relay hunger strike scheduled to be held from 25/04/2017 to 27/04/2017 and with an appeal to all executives to take one day CL  on 28/04/2017 as part of Mass Casual Leave Program. 

Joint mobilizing exercise shall be undertaken in all main buildings and zonal/branch representatives of constituent association shall meet together to take stock of the situation on every day basis and plan accordingly. The leave be applied well in advance. Given the situation, each and every member and executives supporting the cause should come out in full strength to convey the resentment of the executives for being deprived from justified demands. We ought to know that inspite of recommendation of BSNL Board, DOT has rejected the payscales for JTO/JAO & SDE/AO without any rational. Let us realise, any let up at this stage will push us back to an irrecoverable position.  So lets fight organisationally for the very cause and let every one of us participate to show our severe opposition to DOT's action to the detriment of the Basic cadre of JTO/JAO & JAO/AO and others. Members in large number sat in Dharna at Telephone Bhavan as a mark of protest for not granting E2 & E3 payscales for JTO/JAO & SDE/AO respectively and other equivalent cadres. The protest programme started with chant of slogans condemning DOT for derailing the process at its final stage. Speakers who addressed the gathering, unanimously sniffed conspiracy in govt's intent to bring about industrial unrest thus affecting BSNL's performance with respect to other telecom operators. The subtle and sometimes overt favour to Reliance Jio has eaten into the profit of all operators but because of  dedicated effort of executives and non executives, BSNL could post operational profit.

Com Nirmal Sarkar, President expressed dissapointment over  inadequate presence of young executives who are in the cusp of losing their justified entitlement. if they to fail realize the danger of deprivation lurking ahead. He explained on larger conspiracy being committed by govt to to favour private operators. Com Sankar Sanyal Jt Secretary(E) elaborated on the issue of E2 & E3 IDA payscales and explained on the need to fight out unitedly without further delay. He called upon other executives associations to unite and fight for the cause of the basic cadres. Com Deepak Sahoo, AGS of AIGEOTA  expressed his delight in supporting the cause and felt issues irrespective of its origin of initiation should be supported if it badly affects the interest of the basic cadre. One must shed ego to strengthen the cause. Com Subhasis Mitra ACS of AIBSNLEA observed that such causes should be discussed and initiated from common platform. He thanked for being invited and felt the unity should be from the core. Com Prasanta Ray, Organising Secretary SNEA/CTC expressed severe resentment for toying with issue and dragging it for too long. He spoke on irony of fate on govt's conflicting stand on various issues. Com A Baidhya, a young comrade of Howrah Zone felt inspired in associating with the struggle but regretted over low presence of comrades of his seniority who are supposed to be in the centre of struggle. Com Dilip Saha CS, made an absorbing deliberation on unity and how unity can be forged inspite of having separate entity. Its the cause that unite people and there should remain no other reason to stay away. As a recognised association, it was the duty of  SNEA to launch protest promptly to hold up further progress, being contemplated by the management. He spoke of a weird situation wherein DOT is declining the justified demand inspite of being recommended by BSNL. He called upon the young executives to respond spontaneously since the benefits are meant for their generation. Let the realization dawn in every executives to fight for the cause to its end. Its solidarity, dogged perseverance and dedication that make things/demands achievable.

Com Dilip Saha CS and Com Nirmal Sarkar President met CGM/CTD  on scarcity of staff under various verticals and Areas. Association requested to expedite the process of appointment of BSNL recruitee JEs, so that they could be posted in much needed areas at the earliest. This apart, a substantial number of JEs qualified in LICE and they required to sent for induction training on immediate basis. Association also reminded  CGM on JTO trainees who are on the verge of becoming JTOs on completion of stipulated training schedule and the need for proper deployment. CGM took cognisance of the items and said, he would keep the suggestions under consideration while taking decision on the issues. 

Association pointed to the long pending inter circle transfer order awaiting for release. It includes, mostly the executives( both SDEs & DEs) who had joined from Southern states. It also requested CGM to pursue with Corporate office in releasing the executives who are to join CTD from other circles. A constant flow would lessen the problem of inordinate delay in releasing the officials. CGM said to be aware of the matter and would speak to GM/HR & Admin to consider their release shortly.

Call Attention Day was observed across Calcutta Telephones at all local levels. All unions and associations assembled to demonstrate against govt's policy on non settlement of wage revision of BSNL employees w.e.f 01/01/2017, to settle revision of pension from 01/01/2017, to implement 30% superannuation benefit for BSNL recruited employees and to calculate pension contribution on actual basic pay. SNEA/CTC participated  with full gusto at all levels

CGM/CTD called for All unions and Associations meeting on 04/04/2017 at Telephone Bhavan to inform on performance of CTD in last financial i.e 2016-17 and chart out plans for the current year. He thanked the unions and association for extending support and being involved in the process and help achieve reduce the loss in comparison to 2015-2016. 

Some of the highlights---In basic services including LL, BB, GPON , revenue has come down by 9%.       In Broadband service, revenue has come down by 11%                                         

In GSM--- 265000 new connection has been added-an overwhelming growth and data usage has increased to  around 60 Tera Bytes.                                                                                                                                     LL surrender has come down to 300 approx and efforts are being made to reduce it further.                   An amount to the tune of Rs 9.9 crore was collected as outstanding amount.                                                   In EB, the target has been achieved by earning around Rs 106 crore

What is worth mentioning is that the CSCs could sell around 10000 SIMs (approx) surpassing figures of last many years.   CGM  credited GM/Finance and GM/EB for realising the outstanding amounts from customer and meeting the target respectively. He also that thanked others without whom this tremendous task would not have been possible.  CGM also made an observation on Reliance Jio--the very entry of the operator on freebies has badly dented revenue of all operators. In CTD, a loss of around 11-12 crore had taken place in GSM sector.  However, he sounded confident in make good the loss in current financial year.  In regard to marketing, CGM felt that employees must take proactive role to reach out to customers. It is always preferable to retain them by meeting their demands instead of citing rules.  

 In regard to internal customers, i.e the staff and officers who face difficulty in getting their entitlement, namely, NEPP/EPP, medical bill etc, CGM appealed to all concerned  to work on daily basis without keeping any backlog. The officers must be able to take decision instead of keeping things pending for long. This will keep content the staff/officer working in their respective fields and focus on their assigned job.

 Most of the unions and associations spoke of dearth of store and deficiency in addressing internal grievances of the staff. The road shows held was widely appreciated and suggestions were made to hold further similar shows. AIGETOA extended some technical suggestion on EB. SNEA/CTC substantiated the suggestions made by union and association on Trans network and on scarcity of staff. This apart, SNEA felt this urgent meeting in a day's notice is not sufficient to extend innovative ideas. It however felt that sincerity and better coordination amongst various verticals and within verticals can go a long way to produce better result. In as much as  internal customers are concerned, SNEA suggested let CGM hold meeting with the administrative executives including staff to make understand the necessity for such steps. It also suggested to post the names, mobile numbers and e-mail address executives under Electrical Wing on Medha to enable the unit incharge to convey any urgent information on electrical/AC etc failure.                                                                                                              SNEA/CTC was represented by Com Nirmal Sarkar, President, Com Soumen Ghosh ACS and Com Dilip Saha CS

Executives comprising members of SNEA/CTC at large and those from AIBSNLOA and AIGEOTA gathered at Lunch Hour to demonstrate against DOT for demoting the cadre of JTO/JAO & SDE/AO  to E1 & E2 payscales respectively. Com Sankar Sanyal, Jt Secretary(E), Com Nirmal Sarkar President of SNEA/CTC addressed the gathering. Com Saikat Das CS AIGEOTA and Com Soumya Basak, State Secretary AIBSNLOA also deliberated on the issue and strongly appealed  for stay firm and united until the authority concedes our justified demands. Any let up at this stage will leave us bereft of opportunity in future. It requires continuous struggle to bend the authority to accede to our demands. Com Dilip Saha CS, Com Sankar Sanyal ACS, Com Nirmal Sarkar President and Com Soumen Ghosh ACS met GM/HR & Admin and discussed on Rule 8 cases. It is learnt that information has been sought on Medha for pending cases of Rule 8, awaiting onward transmission from respective GMs to HQ. In regard to endorsement of order for FR 22 1 a 1 fixation in respect of JTO Offtg, the office is verifying the list of candidates and collecting information in respect of unentitled candidates and new inclusions. GM asked for some time. In matter of sending VCs for promotion from DE to Adhoc DGM, it has been informed that no cases is pending with CTD. Association once again reminded of acute shortage in Areas like Sreerampur, Howrah, BKP besides Transmission etc. GM said, he would take care at the earliest opportunity to meet the deficiency to an extent.

We are shocked to learn that Mausumi Dutta Mantrani DE/Intl/DDM is no more with us. No words of grief can console the untimely passing away of our beloved comrade. We deeply condole the death of Com Matrani and pray for her bereaved family to withstand the irreparable loss. May her soul rest in peace in heavenly abode.

DoT Approval for standard pay scales of E2 and E3 replacing the intermediary pay scales of E1A and E2A w.e.f 01.01.2007 for JTO/JAOs and SDE/AOs as per 2nd PRC.

 

Two days Hunger strike on 16th and 17th March, 2017 at BSNL HQs and Circle HQs:

Union cabinet decided to implement standard pay scales in all CPSUs. DPE issued guidelines and clarification strictly directing all the CPSUs and Administrative Ministries on 26.11.2008, 02.04.2009 and 24.12.2012 to implement standard pay scales. DPE further directed BSNL and DoT on 09.07.2014 to implement standard pay scales only.

BSNL recommended standard pay scales on 06.06.2016, 9 months back. Again BSNL gave a presentation to DoT on 10.02.2017 to approve E2 and E3 scales only without cascading effect, with the approval of MC as it will address DoT concern.

Some negative forces in DoT are decided to demote the cadres to E1 and E2 scales or to extend on E1A and E2A instead of E2 and E3. DoT will be taking a decision on BSNL proposal based on the suggestion of the few negative officers in DoT shortly.

It is the time for all the BSNL Executives to mount pressure on DoT and BSNL Management to approve standard pay scales of E2 and E3 only. It is a do or die situation for BSNL Executives.

Be United, come out and join the struggle from 16thMarch onwards for approving the standard pay scales of E2 and E3, for getting E2 scale instead of E1, for addressing the pay loss and for the recognition and status of the JTO/JAO/SDE/AO equivalent cadres.

Members of SNEA CTC participated in the Rally called by unions & associations to protest against govt's move on Niti Ayog's proposal for closure and transfer BSNL's asset to state Govt, formation of subsidiary tower company, demanding allotment of 4G spectrum free of cost to BSNL and opposing favour to Reliance Jio. There was overwhelming response from the participating unions and association with congregating  members turning into huge gathering at Ganesh Avenue. A long and seemingly endless serpentine queue of protesters, hold placards and festoons, drew attentions of passerby and people around, enlightening them on the cause that compelled executives and non executives to come out in hordes. The rally ended on Netaji Subhas Road, near RBI.

Com Dilip Saha CS and Com Soumen Ghosh ACS met GM/HR & Admin to remind him on sending letter to Corporate Office for revised allotment of DR JTOs in  CTD. On last occasion, Corporate Office had shown nil allotment to CTD. Now, that almost two years have elapsed, many JTOs/SDEs have retired . Hence, under new circumstances, assessing the shortfall of JTO/SDE, CTD should immediately bring to the attention of Corporate Office for revised allotment before the recruitment process commences.

Association once again reminded to put on Medha, intimating all GMs' to forward the pending Rule 8 cases to GM/HR & Admin. As the empanelment  is to be reckoned from date of application made by the JTOs, it is manatory to ensure all the Rule 8 cases reaches HQ before consideration and the exercise needs to be expedited as the last for sending the cases have already crossed.

Com Dilip Saha CS and Com Soumen Ghosh ACS met GM/HR & Admin to draw his attention in matter of release of Rule 8 cases. The Corporate Office Order dated 23/02/2017 clearly enumerated the steps/criteria to be adopted for empanelment and subsequent release of the executives from among new recruits or promotees. Since a large number of JEs undergoing training for promotion to the cadre of JTO is to join soon, it is high time, administration consider the long pending Rule 8 cases under priority. Association also informed of cases held up with respective units and not forwarded to AGM/Staff-I in due time. In order to regularise the empanelment as per corporate office order, all GMs may be asked to forward the cases, if any, pending in their respective custody. GM/HR readily agreed on the proposal and said he would discuss the matter with CGM in the light of the said order.

Association reminded of executives, both DEs and SDEs whose inter circle transfer order have been issued and are awaiting release from CTD. These executives have already completed more than two years in CTD and T Murugesan DE/TI/S-II is having just one and a half year of service left for retirement. GM/HR elaborated on the situation prevailing in CTD and how some targets needs to be fulfilled before 31st of March 2017. Given the situation, he assured to consider the cases by  FY year end.

An excellent open session was held on 13.02.2017 A/N at Indira Priyadharshini Auditorium, Hyderabad. More than 600 comrades from Hyderabad and nearby SSAs participated in the open session. It was a moment of celebration for SNEA after the victory in the membership verification among the Executives Assns. Our CMD and senior management also joined with us in the celebration.

Critical HR issues are a) implementation of Standard pay scales of E2 and E3 replacing E1A and E2A, b) implementation of CPSU Cadre Hierarchy, c) 3rd PRC implementation, d) Superannuation benefit to BSNL directly recruited employees, e) finalization of Man power plan and f) other issues like first TBP, pay parity of Rs 22820 for post 2007 rect JTO/JAOs, E1A and E2 scales for Civil/Elect/Arch/PA/PS/TF w.e.f 01.01.2000 etc.

Sri Anupam Shrivastava, CMD/BSNL given an excellent address motivating the entire employees. CMD congratulated SNEA for the victory in the membership verification which has given more responsibility to SNEA. CMD told that management knew SNEA will become the number one Association in the MV. While congratulating the Unions and Association for the SWAS initiative, CMD told that it has given a new direction to BSNL and accelerated the growth. The recent initiative of the BSNL Unions and Associations for One Hour Extra Work during the last quarter of the most crucial financial year is also appreciated by CMD. Management discusses all the issues and new initiatives with the Unions and Associations before its implementation. CMD informed that 3rd PRC implementation is his top most agenda. On standard pay scales, CMD categorically assured that E2, E3 scales will be implemented and he is in touch with Secretary, DoT in this regard. CPSU cadre Hierarchy implementation will be expedited. Other HR issues also will be settled at the earliest.

Sri R K Mishra, Director/IPE and management expert given the address highlighting the challenges and the priority areas BSNL should focus. He was involved in several Union Govt projects and a Govt nominee on several committees. He was a member of the search committee for the CEOs of CPSUs. BSNL has to tie up with global telecom companies to meet the challenges from other operators. BSNL has to go for big initiatives and restructure the business to meet the challenges.

Com G L Jogi, Chairman SNEA highlighted the HR issues and warned management that the Executives cannot be motivated unless and until it addresses the legitimate HR issues without any further delay.  

Com V K Tomar, All India President/NCOA, Sri L Ananthram/CGMT, Telangana Circle and Sri A M Gupta, GM(SR)/BSNLCO addressed the open session.

Congratulations: The court case filed by SNEA at Hon PCAT, New Delhi for the pay fixation under FR22(1)(a)(1) without the restriction of FR 35  for the officiating JTOs come up for hearing today and we got favourable judgment. The benefit extended to SNEA members as in the case of others. We met PGM(Estt) and held further discussions on its immediate implementation. Once judgment copy is received, it will be immediately endorsed to the Circles, PGM(Estt) assured. Our Jt Sec Com Arvind Dahiya was present in the court to pursue the case.

To give a fresh impetus to SWAS and to enlarge the brand presence of BSNL and its product in a unique way, Forum/CTD with unqualified support from Sales/Marketing Wing of Calcutta Telephones held a Rally from Telephone Bhavan via New CIT Road, Central Avenue, Ganesh Avenue to R N Mukherjee Road crossing. Shri S P Tripathy, CGM/CTD was the chief participant to grace the rally. Hundreds of executives and non executives formed long queue and wound past the busiest thoroughfare of Central Kolkata, drawing attentions of onlookers and bystanders to BSNL's product and stood amazed at the unique endeavour. At the end of the rally, CGM thanked all and appealed to continue with the same pursuit across Calcutta Telephones. Circle Secretary, Asst Circle Secretary, Zonal Secretary/Central City zone, Organising Secretary/Central City zone and others participated in the rally.

Com Dilip Saha CS, Com Nirmal Sarkar President, Com Sankar Sanyal Jt Secy(E) and Soumen Ghosh ACS, Com Prasanta Ghosh Org Secy, Com Bidhan mullick Z/Secy/SRMP, Com Ketan Hazra Z/Secys/HWH, Com Ashis Das , Com  N Samanta and other zonal office bearers met GM/NWO-I on following matters--

Scarcity of executives and overloading of some in view of additional charges- the defiance by some to accept responsibilty and administration remaining silent in addressing the issue. GM assured to see to the issue for uniform distribution of work. Association strongly protested against GM's over pressurisation on field level executives for rendering day to day work. Association is not against to make executives work but then GM also should be involved and address to the genuine constraints being faced by the executives. It must be a holistic effort from all levels. Association also pointed to some actions are being kept pending giving rise to impression of bias towards some executives. GM categorically ruled out such possibility and assured to to take stock of the situation in consultation with the DGMs including implementation of long pending orders.

Association submitted the chart of retirements so as to take measures in advance.

Integration of some RLUs catering less than 100 customers-- GM accepted the proposal and assured to review it.

The constraints of limited assets in various divisions/subdivisions for payment to contractual labours--GM agreed to take up the issue with GM/Finance and CGM too. Association too would take up the same with the appropriate authority.

Com Dilip Saha CS, Com Nirmal Sarkar, President and Com Sankar Sanyal met GM/HR & Admin for sending of APAR, VC etc in respect of DEs under purview of promotion to Adhoc DGM within 30/01/2017 as sought by Corporate Office, failing which the the executives under purview would not be considered for DPC. GM immediately made a note of urgency to DGM/Admin to process the case.  

Association reminded GM to accomodate the JEs undergoing  Pre Basic & Basic training  for promotion to the cadre of JTO   at RTTC/Rajpura either at NSCBTTC/Kalyani or at CTTC/Saltlake for Phase-I training . GM agreed in principle and instructed AGM/R&E to communicate with concerned wings and work out  immediately to come to a decision for further process at this end.

CS reminded on forwarding the prayers for intercircle transfer on completion of two years in respect of  of Ghasti  and Srinivasan , both working as DE in CMTS. Association also reminded the issue of release of T Murugesan DE/TI/S-II since he is left with less than two years of service. GM informed that he would considering all the cases at the earliest.

Circle Secretary  writes to GM/HR & Admin/CTD requesting him to take up the case with BRBRAITT/Jabalpur for reallotment of training centre for undergoing Phase-I training, preferably at NSBTTC/Kalyani and/or CTTC/SaltLake in respect of those who are undergoing Pre Basic training for promotiom from JE to the cadre of JTO w.e.f 26/12/2016 at Rajpura/RTTC.

Com Dilip Saha CS, Com Sankar Sanyal Jt Secy(E) and Com Soumen Ghosh CS met GM Finance to highlight on scarcity of executives in some units  and on inordinate delay in processing medical, TA/DA and other bills in some of the establishment. GM, in first hand, congratulated the association for being accorded the Recognised Executives Association status and assured to deal the matters with logicality. GM also lookforward to a more matured and responsible role from SNEA in rendering better service to customers and earning revenue.

After hearing to demands in details, GM assured to look into and resolve the cases based on rationality.
